Also present was Rod Dart from the City Council. The Spanish Fork/Salem Area Chamber of Commerce recently named Sprinkler World the business of the month. Owned and operated by Randall, Richard and Calvin Harward, the business known as Harward Irrigation Inc. began in 1974. The business was originally created and owned by Ritch Harward, who in his failing health asked his nephews if they would be interested in furthering the operation of the business. Randall, Richard and Calvin agreed and over a span of seven years each one joined the team that, at the time, was buying and selling irrigation parts out of two small trailers. In 1983, as the business continued to grow, they built their own store in Spanish Fork, which al- lowed them to buy arid stock their own inventory. Also, at this time they were able to expand their market, and began selling commercial and residential lawn sprinkler systems. These sprinkler systems soon created a new division of business titled Sprinkler World and in 1986 the Harwards were able to open a Sprinkler World in Sandy. Through the years Sprinkler World has added locations in Orem, Lehi, Centerville, Roosevelt and Springville, which is where the company headquarters is now located. The business is supported corporately, and with such a heavy sales force, is now available over the web, where they service customers internationally. Sprinkler World believes strongly in helping out the community and has lived by Randall Harward's philosophy to save people time, save people money and to give people a better quality of living by meeting their needs. Sprinkler World aims to make farming and irrigation stress-free by providing residential and commercial irrigation systems. They also do computer designs for sprinkling systems and Lraining classes on how to operate these systems effectively. They also hope to make agricultural work less time consuming, by providing contractors to install their products as a service. On being named as business of the month, Tyler Bushman, manager of the Springville Division said, "We're grateful for the opportunity to be recognized. It's not achievable without support and love from the community. We are a hometown, homegrown business, and we hope to serve for many years to come." He stated that he would never develop those 30 acres until the state signed them off as clean. "I am not in the business of putting anybody into a health risk," he said. EVans stated that he had waived his right to sue if Mapleton did not agree to annex the property. He said in that case that though he is personally interested in working with Mapleton, he would simply develop the property in Spanish Fork. In response to resident concerns, Eric Johnson, legal council for the city, said that though the citizens legally have no say in this matter, their elected officials do have power. Mayor Brady reminded residents that the council members all took an oath to represent the people. "You elected people to represent you. Let them know how you feel and they will make their decision based on the information they receive from you," said Brady. In other business, city staff who had completed NIMS training were each awarded a certificate of recognition and given public thanks. The council approved reopening the FY 2009-10 budget to reallocate general funds. Keeping funds within departments rather than in the general fund after the close of the fiscal year was discussed. The council also agreed to change the latepayment fee. for utilities from 10 percent to 2 percent monthly to reduce the strain on residents who are in arrears.
