The master plan is based on the concept that Main Street should be redesigned for pedestrians and that automobile traffic should be sharply restricted or eliminated in certain locations. Redesigned would be Main Street, from North Temple to Fourth South, and Broadway, from Main to State Streets. A spokesman said the plans have been under preparation for three years and are labeled "preliminary."
