We've see people boused ; around for months before they finally struck upon the tight combination of meetings. It is our suggestion that a set of procedures be vgublished in quantity by the city. This publication would delineate how an application is to be completed step, the correct sequence of meetings to be attended in prefer to property process each different type of .. plication, whether It be. for a sign permit, a business license, or a building permit. We feel the ready availability of such infcrnxation would save both citizens Wdcity officials much time and aggravation. Another recommepdatfai.ls that each governmental body be sure every application is complete and conforms to set standards before it passes it on to another body. Just last week tfcs City Council refused to approve A Uisii.ass license application because the Planning Commission had failed to do its job. The applicant paid jfor.tbe citys mistake. This type of action is unjust and should have never occurred. Stricter adherence to regulations will prevent many headaches. These two modest proposals are far from earthshaking but perhaps their implementation could erase the ping pong ball syndrome experienced by some citizens and help restore the feeling that city government is here to serve us. . 1 1 I. - I1- . The Park City Council meeting of Thursday, July llth, was called to order by Leon Uriarte. Councilman Uriarte, who is mayor pro tempore, filled in for vacationing Mayor Price. The most heated discussion of the night concerned the abandonment of unused city streets. Mr. Tom Averill appeared before the Council to determine the status of a land trade he has proposed to the City. Mr. Averill stated this matter had been before the Council for ten months and that no action had been taken. Councilman Clem Hansen, who has been studying the proposal, recommended that no trade be accepted until the City's master plan is completed. He further stated that the Council has many similar cases pending a decision. Councilman Jan Wilking remarked that all cases concerning the abandonment of streets will be considered at the City Council meeting to be held on July 18th, and Mr. Uriarte said that Mr. Averill should receive a yes or no answer at that time. Just prior to Mr. Averills discussion, Mr. Royal V. Colburn asked the Council to vacate a portion of 13th Street. Mr. Royal said the segment of 13th which runs between Lowell and Empire Avenues is useless and that his house encroaches approximately IS feet onto the Street. He stated A meeting of the Snyderville Basin Sewer District will be convened at City Hall at 7:30 PM on Tuesday, July 16 th. Due to improperly completed application forms, business licenses were not granted to Wallace Associates, Mr. Robert Redding, and Mr. Adolph Imboden. Councilman Mary Lehmer stated that the City is doing a poor job of screening such applications and Mr.. Wilking '.commented that citizens are being penalized for the Citys oversights. Mr. Robert Fleck did manage to get a license approved for Ms new Purple Mushroom shop to be located in the commercial area of the Treasure Mountain Village. In reviewing the Citys bills, it was noted that a $28,000 bill from Park-- City Ventures for water drift work was being held until it was an uncomfortable feeling to have a house in the street." Mr. Hansen suggested Mr. Colburn wait until the new access road which is planned for that area is completed and to then present Ms request to the Council. In other Council business, Councilman Hansen reported that Park City had been annexed to the Snyderville Basin 'Sewer District. He explained the County Commission will serve as the supervisory board for the sewer district until a new board is formed. The new board will consist of two county representatives, one from the County Commission and one at large, and three representatives from Park City, two from the Park City Council and one at large. Councilman Hansen and Wilking were elected as the Council representatives and Mr. Burnis Watts was voted to the at large position.
