harvey D goulder predent pr ident of the merchant marine league in this address said great as is our national paldo the country has to dah that following consistently a system 0 protection in trado it has neglected the shipping industry which should have prospered with the rest of our interests and has been prevented by discrimination however induced but that this has been done against the example of free trade nations who have selected the shipping interests for reasons of far reaching national am as the one single interest to be maintained and encouraged at any proper cost by the country that can have a merchant marine and would keep its place on the seas from the general experience it may be taken that a foreign merchant marine ig an essential element in the founding out of the affairs of a nation which has a sea coast and the possibilities bili ties of foreign trade I 1 lay aside tha political question of disturbing 32 working commercial treaties and ask aou gentlemen when you go home to take up the question of discriminating duties as a purely business problem and see it with no duties on exports with 90 per cent of our goods coming in free from south and central america halt of our goods from all over tho world coming in free with the duties laid precisely the samo regardless gard less of the distance traveled by the ship how a system of discriminating duties could be devised that would be workable the price of a single battleship for the navy would more than meet the expense of a thorough experiment in tle of our foreign merchant marine and compared with the expense which wo are approving in connection with the philippines or our navy and army establishments and in tha building of the world canal the cost of a thorough test might be described as a drop in the bucket A discussion of the practical banking question was opened by C P aills of erie pa who advocated a system of insurance for national bank ho said that an annual assessment of paid by national banks would have paid all losses to depositors from bank failures in the last alva years besides leaving a surplus of and that an annual assessment of tor the last forty years would have paid all euch
