At a special meeting Feb. 27 the city council heard from David Church, city attorney, concerning findings of a lawsuit with Kenneth Allred Trailer Court. Allred, who was unable to attend the meeting, spoke to Mayor Robert Allred prior to the meeting to request agenda time on the March 6 meeting. Kenneth Allreds son, Justin, attended the meeting in his place. Church reported to the council that Kenneth Allred was awarded no damages but the city would be ordered to the zoning permit previously given for the trailer court consisting of the same terms- as the original permit. He explained the city has the permit three choices: and let Ken Allred build the trailer court; appeal the decision; or mediate an agreement with him so he does not build the trailer court. An appeal needs to be made within 30 days of the judge signing the court order, which should - MT. the city had no suitable zoning map. Norwest, New Mexicos second largest bank, has 23 branches in Albuquerque. Shepherd is also suspected in two other Albuquerque Norwest Bank branch robberies. On Jan. 24 a masked man entered a branch and ordered tellers to fill a bag with cash after pointing his weapon at a guard. A dye packet exploded as the robber left the bank and he fled without the money. On Jan. 31 an unmasked gunman entered another branch, took a teller hostage, and successfully got away with cash and a bank customers vehicle. Video surveillance and fingerprints identified Shepherd as the robber in that heist. In last Fridays robbery attempt, Shepherd was reportedly standing in a teller line when two-yepolice veteran, Tim Chavez, saw him pull a mask over his face and pulled his weapon. Shepherd allegedly grabbed a male customer in front of him and gunfire erupted. Shepherd is also a suspect in the Jan. 7 rape of a female clerk following a robbery in Cheyenne, WY. Shepherd faces a number of state and federal charges once he is released from the Albuquerque hospital. As far as sentencing is concerned, Shepherd is already committed to serving existing sentences in Utah and qualifies for the "three strikes and you're out" federal prison law. Ford said. "Just how many life sentences can he serve?" The question law enforcement and corrections officers face is not so much the time Shepherd serves, as it is where those sentences will be carried out.
