Never in my 34 years of professional life have I been so thoroughly shaken, Mr. Weinberger was most gracious and cordial but In a very few minutes he led me to believe that he' was more powerful than the Secretary of Agriculture and more powerful than the entire Congress of the United States. I got the distinct Impression the only one who could change Mr, Weinberger Is Mr. Nixon! His first effort was to tell me that tho Administration could do nothing because the Congress had not passed the USDA Appropriations BUI. In fact, he was quite insistent until I convinced him I knew the facts l.e., the Nixon Administration Ad-ministration itself had announced an-nounced the 1970 ACP in Sept. 1969 and the USDA Appropria tions Bill was not passed until ""??"ZZZ.iL mucn later in tne lau. no tnen stressed that no final decision would be made until the Appropriations Appro-priations Bill reaches the President's desk. However, aU-of aU-of his comments led me to believe he had no use for the ACP and that his mind was basically made up. I then switched to politics and he said only a few areas in the Country were really concerned con-cerned about AC P NewE ng-land ng-land and Tennessee! He seemed literally amazed to find out that other areas participated. When I pointed out that ALL of the 3000 counties in the country were concerned he seemed quite surprised. He did not dispute me but his look was almost Incredulous. When I said a milllnn farmers in the U. S. participate he said it was far less. He then counter-attacked with the fact that you could not justify the ACP to the Public at Large because poor families were paid to water their gardens under ACP. When I reacted Incredibly to this he Indicated that Secretary Hardin had told him of this practice and said this practice should be eliminated. I told Mr. Weinberger Weinber-ger I had been around in the government for 10 years and closely associated with the ACP ever since and couldn't believe there was any such practice. He then brought up the fact that every recent President had tried to eliminate the ACP. This is, of course, true but I pointed out that President Johnson had always voted for the ACP as a Representative and a Senator. I reemphasized that the Budget Bureau had been opposed to the ACP ever since President Truman. In fact, it had got to be an arn nual event for the Budget Bureau to cut ACP and Congress Con-gress to restore it. He hen took the tack that Secretary Hardin had agreed to drastically modify the ACP if It were approved and furthermore, further-more, no decision had been made and would not be until the Congress took final action on the Appropriation BUI. Ladles and Gentlemen, I don't know whether to give up or fight harder! When I studied our democratic form of government gov-ernment in high school and college I really believed in representation re-presentation and democratic action at the county, state, and Washington levels. All of a sudden, after 35 years of trying try-ing to make democracy work, , I find a man who has no more real concept of what the ACP Is than a man recently decen-ded decen-ded from Mars suddenly plopped into one of the most powerful positions In the United States. And as a spokesman for the President of the United States, he can overrule the entire U. S. Department of Agriculture Agricul-ture and the entire U. S. Congress. Con-gress. As I write this, both Houses have passed the USDA Appropriations Appro-priations Bill for 1971. While each version varies and compromises com-promises must be made, the acp has been passed In the House at $195,500,000 and In the Senate at $190,000,000 for 1971. And It Is absolutely Impossible, Im-possible, In conference or anywhere any-where else, to come up with a 1971 ACP less than $190 million insofar as Congress is concerned. Never in the history of the ACP, since it was started In 1936, h-AS lesser amount than Congress agreed been available until the 1970 Program. Pro-gram. Last year the Nixon Ad-mlntstration Ad-mlntstration decided to Impound Im-pound $10.5 million -even though Congress authorized U. Don't forget the ACP started at $500 million In 1936 and has been whittled down In the Interest In-terest of "Economy" to $185 million for 1970. No program has been so universally uni-versally accepted by farmers. No program has accomplished accomplish-ed so much basic conservation In the history of the World. No program could have done it so cheaply as a million farmers a year have joined with their government on a SO-SO SO-SO sharing of the cost of long-range long-range conservation. No program has accomplished accomplish-ed so much in reduced pollution pollu-tion of the streams of the Nation. No program has contributed so much to the health of the general population because of the incorporation of minerals in the soil and ultimately crops, animals, and humans. No program has contributed so much to the clean air in the Nation ""and with practically no fanfare for 34 years. This Individual, Incidentally, was revealed In the Washington Post this morning as one who spent $42,000 to refurnish his office when he was Chairman of the Federal Trade Commission. Com-mission. And he is the one who objects to families being helped to water their gardens! HLs charge Is untrue. But as I told him, "Mr. Weinberger, I never hoard of the practice but I will tell you oven if it were true It wouldn't have cost the government $25,000 for the entire Country." Since 1 left his office I find It was NEVER :vue. But the point that $42,000 was spent to refurnish re-furnish hLs office has been printed. Are wa going to put up with this type of democracy? I should further add that when Mr. Weinberger was Chairman of Finance for the State of Calif., he practically eliminated elimin-ated all conservation activities on tho grounds that the Federal Fed-eral Government was doing all that needed to be done in this area. So now he tries to eliminate elim-inate . the Federal Programs. It has been reported both by Congressman Whltten's Committee Com-mittee and elsewhere, that over . 300 county offices would be closed If the ACP were eliminated. elim-inated.
