New York, Dec. 11.-Yesterday's Herald's Washington special says: The act of incorporation which has been drawn and will be introduced in congress, with the approval of General Grant, for the InterOceanic Ship Canal Company, names Grant and his associates as corporators, with authority to negotiate a favorable concession with one or more of the Central American governments for the construction of an inter-oceanic ship canal to fulfil the requirements as conditioned in the a Clayton-Bulwer treaty, the capital stock to be not less than 100,000,000. When stock is taken to the extent of 50,000,000 the stockholders may elect president and vice-president, and the government in whose territory the canal is located, may appoint one director, having equal power and responsibilities and receiving the same salary from the company as the other directors. It is provided also that part of the duty of the directors shall be to lay before the public an annual, plain and sufficient statement of the progress of the work and the expenditure thereon. The books shall be carefully examined by government inspectors, and if the statements are found to be calculated to deceive, the examiners shall make proper statements and if fraudulent advantage has been taken, the perpetrators shall be prosecuted in any United States court, and if convicted, sentenced as though the offence was against the government. <br><br> LONDON, Dec. 10.-Lord Lytton, Viceroy of India, on his arrival at Calcutta last evening from a tour of the provinces, was twice fired at but escaped injury. The would-be assassin is arrested. WASHINGTON, Dec. 12.-The Board of Trade has adopted a resolution for the committee to award the prize of $1,000, offered by a member to the person who shall draw up for passage by Congress the best act looking toward the regulation of the sale of food, and the prevention of adulteration thereof. <br><br> WASHINGTON, Dec. 13.-Governor Ramsey, the new secretary of war took charge of his department today, and quickly made a pleasant impression up on all who were brought into contact with him. He is a portly, good natured, but keen-witted gentleman, with gray hair and gold-rimmed spectacles. He has leased the fine mansion formerly occupied by Postmaster General Creswell, and his family will take possession of it today. <br><br> DETROIT, Dec.13.-It is reported here that two or three tons of nitro-glycerine exploded on Fox Island, in the river opposite Amherstberg, twenty miles below here. It is said that the shock was felt some thirty to forty miles distant. No particulars, owing to the fact that no one will venture there until daylight. Fox Island was used to store nitroglycerine and powder used in blasting rock in the channel of the river, at a place known as Lime Kiln Crossing. LATER.-At the scene of the explosion to-day nothing whatever can be found of the magazine. In its stead is a hole sixty feet in diameter and fifteen feet deep. A good number of ?? powder cartridges are lying around unexploded. The shock was felt so severely at Fletcher, on the Canada Southern railroad, it miles from here, that the people abandoned their houses in alarm. <br><br> NEW YORK, Dec. 13.-The Peruvian Charge d'Affaires has received cable advices from Panama, announcing a partial engagement at Carapuca,, where 4,500 Chilians were routed, 1,000 killed, and eleven Krupp guns and four mitrallouses captured. <br><br> ST. PETERSBURG, Dec. 13.-It is authoritively announced that the reports relative to fresh attempts against the life of the Czar, published abroad, are grossly exaggerated. Though admitted that the police in investigating the circumstances of the recent attempted assassination of the Czar at Moscow made discoveries showing that fresh crimes were contemplated. It is impossible for obvious reasons to allow the details to be telegraphed. <br><br> LONDON, Dec. 13.-One Dublin Correspondent says: The trials of Davitt, Daly and Allen have been abandoned. Another asserts that they have not all been abandoned, but does not specify which of them is to be tried. Davitt and Daly are practically at large, without bar, as they never gave bail for their appearance at Dublin. Placards have been posted through the County Kerry, it is believed, at the instance of the Odonahue, who have heretofore opposed the nationalists, calling for a monster meeting at Killarney, on the 30th inst. The language of the placard is violent, but advises agitation within the law. It is stated that a detachment of ?? infantry has been ordered from ?? ??, Connaught, to the neighborhood of Gallina, where a great land meeting is announced for Sunday, to be in readiness in the event of disturbance. |
