Show Iagt 6A, Lakeside Surgeon Named Staff President Hft lew, October 2, 1980 Layton Library to Be Delayed Davis County Commissioner FARMINGTON Glen Flint has informed the Davis County Library Board that a proposed new library for Layton will be delayed at least one year, possibly two. Flint, sitting in for Commissioner Morris Swapp, told the board that delays in completing the new county jail and a question about use of tax anticipation money for construction will hold up the library construction project. Flint said the county has already spent all the money set aside for the new jail this year and will have to wait until November 1981 to finish construction of the jails second floor. He indicated this is because the state auditors office had told Davis County that money borrowed in anticipation of tax revenues collected each November could not be used on capital improvement projects, but only for salaries and normal operating expenses. The commissioners had planned to end a 2 mill levy for jail construction this year, and to set a mill levy in its place to finance construction of a library in . . Layton. Flint said it now looks as if the county will need to retain at least one mill for the jail next year, delaying fundraising for the Layton library. In addition, the state auditors offices restriction against using tax anticipation funds for construction will prevent library construction from getting underway before November 1982 unless voters approve a special bond for the library, or unless the commissioners vote to increase the 1981 mill levy to fund the library. Library Board chairman Evan Whitesides asked Flint if counties had challenged the state auditors office on its stand that tax anticipation money could not be used for construction. Flint said no, adding that maybe the county should. ' . Whitesides said in view of the uncertainty over the Layton library, head librarian Jeanne Layton had informed the architect designing the library to stop ' work. Flint also informed the library board that the present county commission favored keeping the main library in Farmington as the library headquarters instead of making the Layton library the new headquarters for the library system. The library board plan had been to set up headquarters at the Layton library, which was being ' designed as a 30,000 square feet facility with that in . mind. . Miss Layton said keeping the Farmington library as the library system headquarters would be extremely difficult due to the lack of space at the present facility, which has 18,000 square feet of space. Frankly, I have a problem justifying having a headquarters anywhere but in the major population area, she said, pointing out that a central location like Layton will give the public the maximum use of both materials and staff. She told the board remodeling the Farmington library to house the large number of books a headquarters should have would be a tough proposition. Whitesides said in view of the commissioners feelings, the library board had no choice but to do some preliminary planning and cost analysis on making the Layton library a branch facility and on remodeling the Farmington facility into a suitable headquarters. Miss Layton was asked to work with the architect to draw up such a plan for presentation to the county commissioners. Then well decide, Whitesides said. Maybe then well find out its practical to do what the commission said. If so, were for it. DR. The proposal has been discussed for the last five years, but money for the $10,000 project has never been appropriated. JAMES ADAMS Library Board Considers Budget Of $377,000 for Coming Year The Davis County Library FARMINGTON Board is considering a library budget of $377,000 for 1981, 17 percent higher than this years budget. The preliminary budget was presented to the board by head librarian Jeanne Layton at the last board meeting. It would go into effect in January after approval by the board. Ms. Layton projected the librarys total revenue at ' $880,000, meaning it will show a $13,000 deficit if the budget is not revised. She noted that the budget is very preliminary, however, and that the estimated property tax revenue is extremely conservative. The expected revenues and planned expenditures will have to correspond before the budget can be legally approved. The library will operate on revenues from 1.9 mills unless the mill levy is increased, miscellaneous income from copying machines and fines, and an expected carryover of $50,000 from this years operating budget. Capital improvements are to be made with revenue of a mill, an expected $10,000 from three-tenth- s surplus from this years capital improvements budget, and miscellaneous revenues from previously uncollected taxes. The largest single expenditure in the proposed budget, $377,000, is for employee salaries. Ms. Layton said the figure includes an HVi percent cost of living increase and a 3V2 percent anniversary increase.
