Show DAVIS REFLEX JOURNAL, SEPTEMBER 26, 1984 After Long Delay Police Report Released LAYTON -- - Friday morning a police report dated Aug. 23, 1984 was released by the Layton City Police Department to the press. Mentioned in the document was Robert S. (Sam) Trujillo, Layton City Councilman. THE RELEASE was made after the police department received numerous calls from news media representatives and citizens who had heard rumors. Thursday evening at the Layton City Council meeting, Police Chief LaMar Chard asked the council members to state their feelings about releasing the report. The Chief indicated it was department policy not to release material of a "sensitive" nature if the report were of a preliminary nature. This policy has solved most problems up until now, the Chief said. BECAUSE OF rumors and pressure from news media people, Chief Chard asked the council to support him in the decision to release the information. We have had no occasion to withold information from the news media. I think releasing the report would put this matter to rest, the Chief stated. Council members unanimously agreed to release the report with the stipulation that Councilman Trujillo be allowed to read the report prior to making it public. ACCORDING to the report, a call was received from the northwest part of Layton at 10:20 p.m. on Aug. 23, 1984. The offense-incidetype was classified as suspicion." The on the scene at 10:52 p.m. arrived officer responding THE NARRATIVE portion of the report says, Responded to a suspicious vehicle in front of 2830 N. 752 W. The vehicle had been there for some time. The name listed on the report was Robert S. Trujillo. The narrative states found Mr. Trujillo sitting in the drivers seat... NO POLICE action was taken--n- o citations were issued. The officer talked with Mr. Trujillo and then with the citizen who called in the complaint. RESPONDING officer Rex Brimhall dictated a 3 12 page supplemental report on Thursday, Sept. 20, as part of the official record released by the police department, dmg Deputy Mjee&rder Nrnrnd LAYTON - Bob Goldsberry, professional accountant hired by Layton City on a temporary basis to get the financial records of the city up to date during the suspension of Randall Heaps, city recorder, was named temporary deputy recorder by the Layton City council last Thursday at the regular council meeting. -- THIS APPOINTMENT was made necessary because of the many legal documents the Mayor has to sign that need to be attested by the city recorder. Mr. Heaps, the city recorder, was suspended with pay pending the filing of criminal charges against Mr. Heaps by the Davis County Attorney. SINCE THE suspension, these charges have been filed and a IN THE absence of Mr. Heaps, Mr. Goldsberry was retained by the city to bring the bookkeeping ledgers up to date. Mayor Lewis G. Shields reported to the council Thursday evening that Mr. Goldsberry is still about one week behind in the payment of accounts. Councilman Kent Smith asked to see documentation from Mr. Goldsberry as to how his time is being spent.
