CITIES AND counties across the country are taking action to protect tenants in rental units targeted for conversion. Even certain states and the federal goverment are studying the situation and proposing protective legislation. It's quite possible that all this imminent legislative action is accelerating the current flow of requests for conversion ANOTHER PROPOSAL m Los Angeles County would require the developer to pay I percent of the condominium purchase price into a fund to provide replacement housing for relocated tenants. Several states are also considering legislation to protect tenants. In New York, a bill was recently enacted to protect elderly persons (62 years permits. THE FEDERAL govern ment is also sensitive to the needs of apartment dwellers, who comprise a good chunk of the total voters in the country. One currently proposed bill Condominium Act of 1979 would impose rigid requirements on condo conversion developers. Among other elements in the law, it would require that tenants receive a (minimum) notice to vacate their rental apartment, option to purchplus a ase the unit. IF THE tenant declines to purchase the unit, the proposed federal law would prevent the developer from offering to sell the condo for at least 180 days at terms better than those offered to the tenant.
