To the Judges of Election: Sirs: The following has been prepared by the Court for your guidance in the fence election to be held in Box Elder county, Monday,; Dec. 28th 1891: 1. -The Judges of Election will take the oath of oflice before any Notary Public, Justice of the Peace, or other officer authorized to administer oaths, which oath is printed on the back of the certificate of appointments appoint-ments already mailed you; after subscribing to the same, you will forward it to me as an evidence of your acceptance of the office. 2. Before opening the polls, the ballot box shall be carefully and publicly examined by the Judges of Election, who shall satisfy themselves them-selves that there is nothing therein. : It shall then be locked and remain so during the olection. 3. At the opening of the polls on the day of election, two of the Judges shall act as clerks, one of whom shall have the list of taxpayers; taxpay-ers; the other shall write the name of each person voting and opposite it the number of the vote, which nhall be known as the poll list. Every voter, after reading read-ing the proposition, "Are you in favor of fencing your farms and allowing your animals to run at large?" shall write upon a single ballot under the said proposition, ."Yea" or ''No." as he may deBirc to vote thereon, which ballot shall be folded and placed in one of the envelopes en-velopes which is provided and delivered de-livered to the presiding Judge of Election, who shall, in the presence pres-ence of the voter, on the name being be-ing found on the tax list or on his furnishing definite evidence that he is a taxpayer, deposit in the ballot box without any mark being placed on such envelopes. Whenever When-ever any ballot shall be deposited, the Judge having the list of taxpayers tax-payers shall write the word "voted" opposite the name of the person ; casting the vote. 4. Challenges shall be allowed j for cause by any male taxpayer, and the Judges, or a majority of them, shall decide immediately upon any challenge that may be made. Challenges and the questions ques-tions to be propounded thereunder, must relate to whether Ihey are male taxpayes in the precinct and County of Box Elder, Territory of Utah 5. As soon as the polls are closed, the Judges of Election shall proceed to canvass the votes caBt at such election, and continue without adjournment until completed. b The canvass shall commence by the Judges who have acted as clerks of the election, comparing their respective lists and ascertaining ascertain-ing from said lists the number of votes cast. The box shall then be opened and the ballots therein taken out and counted by the Judges. The presiding Judge shall then proceed to open the ballots bal-lots and call off therefrom the number of votes "Yea" and the number of votes "No," aud the Judgts acting as clerks shall take an account of the same upon their lists, and all the ballots shall be immediately returned to the ballot box, and the ballot box shali be locked and securely sealed and forwarded to me without unnecessary un-necessary delay. 7. After the canvass shall have been completed, the Judges shall add up the number of votes cast in favor of the proposition and the number cast against the proposition", proposi-tion", which result shall be placed upon the list, a form of which has been mailed you. and the three Judges shall thereupon certify to the same and shall forward them and the poll list to me at Brigham City. 8. The Judges of the Election j shall open thf polls one hour after sunrise and cloeeat sunset. i 9. Compensation of Judges of Election is $3 per day for conducting conduct-ing the election, and 30 cts. an hour for the time necessarily employed in canvassing the votes, and each of the Judges is authoriz- ed to administer oaths required in ' the conduct of thp election.
