Show t nears complaint from water company Brigham City An irrigation company in northeast Brigham City is not happy with all aspects of a special improvement district in which work is now progressing. Spencer Reeder, Brigham City Water company, voiced a specific complaint at Thursdays city council meeting. He said the company was not consulted on changes involving irrigation and that a problem has developed on Fourth East between Third and Fourth North. A dirt bank has been cut away for curb and gutter, creating a problem condition with an irrigation ditch. Reeder said even putting irrigation water in an underground pipeline at that point wont solve the problem. It was finally agreed that Councilman A1 Cazier would meet with Reeder and the city engineer to resolve the matter. In other business, the council took a firm stand on an Air Force request to use additional Landing and take-of- f areas at the city airport in its helicopter training program operating out of Hill Air Force base. Nor-thfiel- d Contract in Effect is in effect until 1977 which allows use of four landing spots in the A contract southeast corner of the airport property. The Air Force has asked for permission to use two additional spots just east of the runway. However, local officials are still smarting over a reported $3,200 loss absorbed under another contract with the Air Force, this related to a fire fighting force maintained at the airport. The firemen are there in connection with the helicopter training program and, in effect, are paid by the Air Force, although Brigham City handles the payroll. Last year, due to an oversight in the contract, the city ended up paying $3,200 in wages and has received no compensation from the Air Force. Hence, the council agreed Thursday not to talk about granting additional landing areas unless the original airport use contract is renegotiated to include compensation for the city. At present, the city charges no fee, although Ogden does charge for this use at its airport. Other Business In still other business: Mayor Harold B. Felt was authorized to sign a one-yelease for the city cycle park property at a rate of $400 annually. Lindsay Brigham City police have narrowed down to a handful suspects in two phoney bomb threats at Box Elder High school Tuesday and Wednesday. Detective Harold Howard and Youth Bureau Officer Art Redding are conducting the investigation into the two incidents that disrupted classes twice in two days and forced school officials to evacuate the building while searches for the bombs were made. The first call in around 9:30 a.m. Tuesday to the school. A male voice told school personnel that two bombs had been "implanted at the school by the Liberation Army. Police and school officials conducted a thorough search through lockers and rooms but failed to locate any bombs. By 9:50, the search was completed and students were allowed back in the buildings. On Wednesday, a call came in just after 11 a.m. and advised school officials a bomb was set to detonate in seven minutes.
