In the debate that followed, an order to print tho circular in tho Congressional Record, It was brougat out that the name of tho company issuing the circular cir-cular was the "St. Paul & Pacific Timber Tim-ber syndicate, 525 Chamber, of Commerce Com-merce Building, Portland, Ore." Senator Fulton said he had read tho circular ,and that the scheme very, evidently is "for the company issuing j the circular to accumulate a vast fund of money by ' dupes throughout the country." Portland. Jan. 7. The circular to which Senator Tillman made objection was Issued by the St. Paul & Pacific Lumber company, which was alleged to have the backing of prominent St. Paul (Minn.) capitalists. It was represented repre-sented hero by a mamiamod Bryan R. Dorr. The circular was Issued over Dorr's name and he insisted that the company's objects and purposes wero perfectly legitimate. In brief, the scheme, according to Dorr's circular, was to secure from a number of people the sum of $200 each to defray preliminary expenses incident inci-dent to locating land Included in the Coos Bay wagon road land grant, to which the Southern Oregon company suceeded. The Southern Oregon company com-pany refused lo sell the land for $2.50 per acre , as the circular alleged It was obliged lo do by the government grant, and a contingent fee of 2.1 cents per 1,000 feet of Umber on each claim located was to be levied by Dorr's company to form a fund to prosecute slilts against tho Southern Oregon company to force it to sell it for t'nat amount. By direction of President Roosevelt, secret service men shadowed Senator Tillman of South Carolina, on the theory that he possibly was Interested in an Oregon Ore-gon "land grab" and the report of that Investigation is now before iho senate. The information was contained in a communication from President Roose-velt Roose-velt sent in response to a request made bv Senator Hale, for a statement of the activities of secret service operatives. opera-tives. Exhaustive replies were made by the various departments, and all of these were forwarded to Senator Hale by the president. They have not been made public and Senator Halo announced that they- would not be given out until after they had been considered by a sub-committee on an-j proprlatlons, which will be charged with the duty of acting on that portion ! of the president's annual message relating re-lating to the secret service. Soon after President Roosevelt's communication to Senator Hale was received at the capitol. It was said that It contained a reflection on a senator from a southern state. Tho name of the senator In question was not divulged di-vulged at the time and as a result, the senate was surcharged with curiosity. curi-osity. When It finally became known that Senator Tillman was the member named, further efforts were made to procure information concerning the chaiacter of the charges, but they were unavailing. Through the fact. that several senators sena-tors had advance information of the character of the report. It was learned that the Investigation of Senator Tillman Till-man followed an attack he made in the senate nearly a year ago, on an Oregon land company, which had used his name as one of the persons Interested Interest-ed In the concern. Previous to that attack Senator Tillman Till-man had introduced a resolution directing direct-ing tho attorney general to prosecute suits against an Oregon railroad corporation cor-poration that had received land grants for a line from California points to Portland, Ore. Mr. Tillman 'nad said the use of his name was without authority, au-thority, and as a result, It is declared that seeral persons Interested in the land grants became angered. Some of the interested parties are reported' to have 6ent to President Roosevelt copies of letters alleged to bavo been written by Senator Tillman, indicating that he had an interest cither In one of the land companies' or would be benefitted through land companies obtaining ob-taining possession of tho grants in question. After receiving this information, informa-tion, it is said, the president directed a secret service operative to Investigate Investi-gate tho part Senator Tillman was alleged al-leged to have In the land cases. The report Is understood to contain an account of the investigation. It is known that the secret service prepared pre-pared photograp'nic copies of Senator Sena-tor Tillman's correspondence, but whether these exhibits were sent to Senator Hale, is not known. Senator Tillman was not aware that his name figured in the reports until late in the day. He then assured himself him-self that the reports were well founded, found-ed, but said he would not make any statement until the fact of the use of his name had been officially promulgated, promul-gated, when he would discuss the matter mat-ter In the senate. It ls known, however, that Mr. Tillman Till-man regards the mention of his name as an attack on himself by the president, presi-dent, and he has Indicated to friends that he will not mince matters in his reply. He also has declared to those with whom he conversed that he would welcome the opportunity to express his views and explain the situation. Senator Hale probably will lay the entire matter before the committee on appropriations on Saturday, and in that event it la probable that Mr. Tillman Till-man will be heard on Monday. On February 10, 100S, Senator Tiil-man Tiil-man rose In the senate to a question of personal privilege and said that his attention had been called to a scheme of swindling In which his name had been used rather unpleasantly and without the slightest warrant." The senator held in his hand a circular headed, "How to make ?5,000 out of $200." This circular called attention to certain-land grams in Oregon and to the activity of Senator Tillman In having the senate investigate them.
