Show The Constitutional Convention. A big batch of petitions on both sides of the suffrage question was presented to the. constitutional convention airain yesterday. The legislative article on third reading read-ing was further considered. In the afternoon Mr. Varian proposed pro-posed the addition of the following section sec-tion to the legislative article: "The legislature shall not authorize the state, nor any county, city, town, townehip, district or other political suDaivision oi tne stare, to iena us credit or to subscribe to stock or bonds in aid of any railroad, telegraph or other private, individual or corporate enterprise or undertaking." Mr. Richards offered the following as a substitute for the section proposed by Mr. Varian: "No appropriation shall be made by tms state, or any political subdivision thereof, to any person, corporation, association as-sociation or institution not under absolute ab-solute control of the state; nor shall the state, or any political subdivision thereof, give, lend or pledge its credit for any such person, corporation, asso ciation or institution." . . - Mr.-Varian arg&ed that the" section presented by him did not forbid the granting of bounties, while that offered by Mr, Richards did. Discussion waa long and heated; the result was 46 for and 42 against Var-ian's Var-ian's section. Then. came a big fight over whether this was votes enough to get the section inserted. President Smith reversed himself and the muddle was not completely settled when the convention adjourned |
