ORDINANCE NO. 97 AN ORDINANCE PROVIDING I FOR THE VACCINATION OF , DOGS KEPT WITHIN BEAVER COUNTY AND PRESCRIBING PENALTY FOR VIOLATION . .THE BOARD OF COUNTY COMMISSIONERS OF THE COUNTY OF BEAVER ORDAINS OR-DAINS AS FOLLOWS: Section 1. It shall be unlawful unlaw-ful for any person to keep, own, maintain or harbor any dog over six months of age within Beaver County unless it shall have been vaccinated as hereinafter set forth and within 3 years next prior to the time that such dog is so kept, owned maintained or harbored; provided, however, . that this requirement shall not I apply to dogs which are kept, owned, maintained or harbored within the limits of an incorporated incorpor-ated city or town where the vaccination vac-cination of dogs for rabies is required under ordinance of such city or town. Section 2. The vaccination of a dog shall be accomplished by an inoculation with anti-rabies vaccine, having an effective immunity im-munity of at least three years, and administered under the direction di-rection of a Public Health Officer Of-ficer of Beaver County, or a Public Health Officer of any incorporated city or town within with-in Beaver County, or a Public Health Officer of the State of Utah or by a licensed veterin- directed to issue a tag for such dog. Anyone having knowledge of the whereabouts of an animal known to have or suspected of having rabies shall report the facts immediately immedi-ately to the County Sheriff of Beaver County. The County Sheriff shall likewise be notified noti-fied of any person or ai.inial bitten by a rabid or suspected rabid animal. .. Section 6. Every dog or other animal which has been bitten by or exposed to, any animal suspected sus-pected to have been infected with rabies shall be forthwith seized and taken by the County Sheriff and securely and seper-stely seper-stely impounded and not permitted per-mitted to run at large. All such animals shall be immediately vaccinated regardless of previous previ-ous vaccination and quarantined in a suitable place or at a licensed veterinarian hospital for a period of fourteen days. It shall be the duty of the County Coun-ty Sheriff to notify the Public Health Officer of every such animal impounded. If, after observation ob-servation under the supervision of the Public Health Officer for such period, any such animal is adjudged free of rabies, the owner may reclaim the animal, upon payment of the regular keeping fees and the cost of the vaccination. In the event that any animal under quarantine is diagnosed as being rabid, it shall be disposed of only under the orders and direction of the Public Pub-lic Health Officer in his absolute ab-solute discretion. Section 7. A dog which is known to have bitten or injured any person, so at to cause an abrasion of the skin or a suspected sus-pected rabid dog, shall be placed in confinement under the observation obser-vation of a veterinary hospital or suitable pound, and shall not be killed or released until at least 14 days after the onset of symptoms suggestive of rabies. ra-bies. Any animal of a species subject to rabies that has bitten a person shall likewise be confined con-fined and observed for at least 14 days. Under no circumstances should a dog or other animal suspected of having rabies which has bitten a person or other animal be killed. Such animal shall be impounded and held for observation for a period per-iod of 14 days after which the animal must be disposed of in an appropriate manner or if a dog, vaccinated before release, in accordance with this ordinance. ordin-ance. If an animal dies or has been killed, a report thereof shall immediately be made to the health officer and the head shall be immediately removed and transported to the State Department of Health for study and for examination for rabies. |
