It would seem that the Japanese are ia the right. The laws of war are more definite and tangible than international law and if Russia, has been offending, it should be an easy matter to establish proof. International In-ternational law is capable of almost any Interpretation Interpreta-tion and therefore Russia has been enabled to seize : vessels and even sink them without much fear of being called sharply to account for It, but in thft case she has bound herself to respect the international interna-tional usages as to warfare and she must expect to abide by her agreement. |
