PGl fr - By Robert Halliday Tribune Environmental Specialist Participation in the Kaiparowits power project has been rejected by the Intermountain Power Consumers Power Assn., which supplies electrical power to 26 Utah municipal and cooperative power systems, according to Joseph C. Fackrell, Sandy, president. He explained what he considers an inequity for whichever concern or concerns take over the 18.6 percent of the Kaiparowits project still uncommitted. The existing partners in the project are Arizona Public Service Co., 18 percent; San Diego Gas & Electric Co., 23.4 percent, and Southern California Edison Co.. 40 percent. Subsidiaries of these three partners, as well as a subsidiary of Kaiser Industries Corp., which will operate the coal mining facet of the project, each owns 25 percent of the coal reserves, and any new partner will not participate in this ownership, according to Mr. Fackrell. He said the consortium plans to sell the coal to the plant at a profit and that only consortium coal may be used in the plant. Thus the coal profit is returned to the existing partners, but it is an extra cost to any new partner which would be passed on to consumers in extra cost of the power, he explained. Arizona and California consumers would pay less for the power than any consumers of Utah utilities who participated in the plant, Mr. Fackrell said. For that reason, ICPA has essentially rejected S.
