Show THE EXTRA SESSION The extra session of Congress hos been detinltely fixed upon It appears and Monday November Oth has been settled upon ns the day for It to meet The subject sub-ject j primarily to be taken up will be the Cuban reciprocity treaty but the President Pres-ident IB reported to favor also the taking up of financial feglslntion so as to relieves re-lieves the money situation The Cuban treaty Is likely to have plain sailing especially In view of the disposition now eo manifest In Cuba to ratio the treaties or cession and all other pending treaties with this country It is conceded that tho scaling of 20 percent per-cent proposed In the reciprocity will not injure the bent Industry in this country as was at first feared and that Industry Is not now In opposition to tho treaty There would seem to be no reason therefore to fear any strong opposition In the House to confirming tho action of tho Senate in ratification especially as tho revenue Is not needed the Treasury Treas-ury now overflowing with surplus coin Tho financial question Is of far more importance than tho treaty GO far an this country Is concerned Tho need of relieving the Government from the burden bur-den of keeping the market in i funds and of maintaining the gold standard that ought properly to be the concern of tho hanks and not of the general public is lire urgent need of tho time The Aldrich bill la I probably objectionable objection-able In that It does not provide speedy redemption features and gives the Secretary Sec-retary of the Treasury too great control over the reserve funds of the noteissu ing banks The Fowler bill was under the disfavor of the last House bu with I a little amendment toward freedom und extension In banking bank-Ing was a very good measure Among all the financial experts It ought not to be Impossible to get a good relief bill framed and to pass It |
