and Girts State this summer told the Fillmore City Council of their experiences According to Fillmore City Administrative Assistant Gaye Christensen the boys and girls at last Tuesday night's regular city council meeting thanked Fillmore City for its support Those who attended both Boys and Girls Slate said they learned a lot about the workings of government and met many different people The girls said they heard presentations by Utah Attorney General Jan Graham and US Senator Enid Greene Waldholtz In other discussion the city council talked about a request by Gordon of the Utah State Parks Department (Thailand asked for more patrols By Derin Phelpt John Millard Auditor County Hansen and County Treasurer Mary Day discusses finances wiA the Millard at its regular County Commission weekly meeting on Monday Hansen said property tax appeals filed by AT&T for 1990 have been settled AT&T appealed its property taxes for 1990 through 1994 Hansen said the attorney far the Utah Association of Counties w anted to know what Millard County's feelings are concerning the settlement of AT&T s property tax appeals for 1991 through 1994 Based on court precedents for Ae 1990 appeal Hansen said it doesn't seem like it would be worth litigating those years since a decision about 1990 has already been made “If the circumstances are basically the same they (the commission) would probably agree to Ae same terms as the 1990 settlement" Hansen said OAer property tax appeals and the effects Aey could have on the county were discussed Hansen said the county hopes it will be able to negotiate wiA all centrally assessed properties as well as it has dealt wiA IP A Hansen said Ae IP A negotiations are going well because Ae company and Ae county have not had to go through litigation An agreement is in Ae works In an upcoming settlement Millard County and IPA's positions will boA be protected to Ae best extent possible “By doing Aat it indicated Ae desire and ability of IPP and Millard County to be good neighbors" Hansen said A final tax protest agreement is still being negotiated No date has been set for Ae conclusion of talks on Ae matter Hansen and Day also discussed Ae county's financial position wiA Ae commission as estimated through Ae end of Ais year wiA a slight glance into concerns possible 1996 budgeting Hansen said preliminary work on the 1996 Budget will begin as early as next monA A temporary 1996 Budget is scheduled for approval on November followed by annual budget hearings The final 1996 Budget must be adopted on or before December 15 In oAer discussions Hansen talked to Ae commission about different ways to fund Ac county's GIS System G JS stands for Geographic Information System and is a centralized mapping computer system Hansen said G JS helps make maps and shows strategic points around Ae county including roads water lines and power lines Hansen said funding can come from eiAcr increased fees from recording documents in Ae Recorder's Office or from General Operating Fund Revenues Funding could also come from a combination of boA sources According to Hansen Ae county has already paid for GIS He said Ae discussion was a matter of determining how Ae expenses for Ae program will be distributed During Ae commissioners reports section of Ae meeting it was slated Aat Millard County has not spent tax protest around the State house Museum Christensen said some minor problems have been reported in the area No decisions were made Councilman Larry Paxton Fillmore City’s Fire District Representative reported there were 12 fires in Millard County last month Paxton said all members of the Fire District responded throughout the month as needed and worked together to contain Ac blazes Preparations for Ac Centennial Ball were discussed at Ae meeting Fillmore City has been selected as Ae first Utah city to hold a Centennial event next year as Ae state celebrates its OOA birthday The Centennial Ball will be on January 2 at several locations throughout Fillmore City weekday commander at the Fillmore National Fillmore National Guard awarded at training exercises By Derin Phelpt The Fillmore National Guard Unit received an environmental award from Ae Federal Environmental Protection Agency (EPA) during training exercises earlier Ais month According to Sgt Bart Whatcott of Ae Fillmore National Guard Armory Ae unit received an award for being conscientious about Ae environment members of Ae Fillmore Unit of Ae Utah National Guard tended a two week training session at Fort Carson Colorado The training was held July 22 through August 5 According to Whatcott several local participants received and will receive citations for outstanding performances National Guard members received training in many different areas including direct fire Whatcott explained Aat in direct fire training Guardsmen pull into position and shoot targets from 2000 to 2400 meters away “Our guys had very good effects on Ae targets" Whatcott said Guardsmen also participated in airlift training which involves picking up a Halitzcr cannon wi A a helicopter The cannon weighs about seven and a half tons Regular and night mission training was also held Whatcott said special IT training is needed for night missions There was no formal competition but Whatcott said some informal competition was held in gun training exercises Different units competed to see which unit had Ae fastest gun crew Whatcott said Ais year's emphasis was to practice mobilization exercises This is done to prepare Ae Guardsmen for a real war Whatcott said Ae Fillmore unit did very well and received positive comments from evaluators from The Artillery Commander Col Howard E Baysinger visited Ae Fillmore Unit during Ae training The unit was also visited by Slate Command Sgt Major Art Souza from Draper Souza complimented Ae Fillmore Unit on its militaiy bearing and its high sense of military enAusiasm Specialists Jcramie Mcmmott originally from Scipio was commended for doing an excellent job as Chief Computer Operator Specialists Spencer Nielsen originally from Fillmore was cited for personal sacrifice for Ae overall goals of Ae unit reported several incidents of loitering 'and vandalism at county owned facilities in Fillmore and Delta Hone said there has been some vandalism at the old Millard County Courthouse on Main Street in Fillmore He said young people have a habit of sitting on the courthouse lawn late at night Hone said it is believed gang members may be coming into Fillmore Some trees and flowers have reportedly been trampled Names have been seen carved into grass around the courthouse Dekker said there has been a problem around the Millard with loitering County Fairgrounds in Delta He suggested the county pass an ordinance enacting a curfew on county property Dekker suggested not allowing anyone on county property after 10:00 pm unless there is a special event Millard County Attorney L Ray Jackson offered to talk to Fillmore City Attorney Jim Slavcns and Delta City Attorney Richard Waddingham about the problems to see if the three government agencies can come to a cooperative agreement on an ordinance The matter will be considered again at a future commission meeting Two representatives from the Ml Pleasant office of Central Utah Mental Health offered to give Millard County back its share of Beer Tax money Russell Beck Director of Program Services for Central Utah Mental Health said the agency is giving back the money because it has received additional funding and because its use of Beer T ax money has become a sore spot among some sheriffs offices around the state In another matter Jackson told the commission that the Henrie Family cannot go to the Board of Adjustments to appeal the August 7 decision by the commission not to change the zoning on its land The family wanted the commission to change the zoning to agricultural from residential Zoning on the property was changed from agricultural to residential several years ago After the decision earlier this month family spokesman Mel Carter asked Jackson if the family would be able to appeal thedccision through the Board of Adjustments Jackson said on Monday that there is nothing the Board of Adjustments can do about the situation While discussing the Board of Adjustments' the commission decided to look into appointing two more members to the board There are currently three members but a county ordinance requires five The commission will make the appointment after conducting a search for possible candidates Used Oil million gallons of used motor oil are improperly dispmsed of by being dumped on the ground tossed in the trash (ending up in landfills) and poured down storm sewers and drains J ust one gallon of used oil has the potential to contaminate up to one million gallons of drinking water enough to supply drinking water to 50 pjcoplc for one year Additionally used oil that ends up in the country’s rivers lakes and streams can threaten aquatic life The US Environmental Protection Agency estimates that 60 percent of Americans change their own motor oil Of these it is estimated that only 10 ptercent properly dispjose of used motor oiL If all of the used oil that is improperly disposed of were property managed the United Slates could save thousands of barrels of oil each day Used oil that is into property handled can be lubricants processed into fuel oils and used as raw materials for the refining and petrochemical industries It takes 42 g allans of new crude oil to make 25 quarts of high quality motor oil compred to just gallon of used oQ Two gallons of used oil could provide enough electricity to cook 48 meals in the microwave oven or provide enough power to run the average household for 24 hours If all the used motor oil in the nation could be collected and burned for energy it would produce enough energy to meet the needs of almost 900000 households each year Please dispose of
