And most, according to the survey, would be willing to pay higher taxes to improve the citys streets and roads. A majority also indicated they would be willing to pay higher taxes for grasshopper control and to improve the citys storm drainage system. not Residents, however, are willing to pay higher taxes for a new swimming pool, jogging trails, ball diamonds, soccer . fields, tennis courts, racquet-ba- ll courts, a motorcycle park, equestrian trails or to provide a . golf course, according to the ; survey. Residents also were not wil- -' ling to pay higher taxes for snow removal service, to improve city parks, city street lighting, to widen the frontage road, improve animal control, provide elderly housing, support better training for local government officials, and further develop the citys industrial park. ; Residents were split, howev- er, on whether or not taxes should be raised to increase law enforcment. Centerville Councilman Lee . , Duncan said the council was particularly pleased that nearly 70 percent responded that they would be willing to serve on a committee or advisory committee to help the city. During a May 17 council meeting, the council passed out forms to those present to find out who would like to serve and where. The survey was taken in April and was taken at random to every fourth household in the community, Mayor Neil Blackburn said. Of those completing the survey, 33.5 percent were male, 26.7 percent female, 32.8 percent couples and 6.9 percent families. Most of the respondents fell within the 25 to 54 age group. And the average salary of those responding was high between $20,000 and $40,000 per year. Most said they expect to be living in Centerville five years from now and most had lived in the community less than years. 10 j 1 Certfeirville r constructing passive solar homes and remodeling existing homes with visible energy saving devices (solar paneled). Residents were split on whether more small commercial establishments should be built. Residents seemed to favor more development similar to Somerset Farms in Farmington and Maple Hills in Bountiful. But they were opposed to more development similar to Cedar Springs and the Camelot Mobile Home Park in North Salt Lake. They were split on whether there should be more developments similar to Pheasantbrook Condominiums. This survey has given us some very explicit guidelines in some areas, Duncan said. He said the council would give a lot of weight to the survey in future decisions. If we dont give it a lot of weight, itll be a big waste of time. If we dont take that (the survey) into consideration, we deserve to be ridden down, Duncan said. He said he felt a similar survey should be done every five years. As the council and areas in the city change, these things need to be updated periodically. He said it cost less than $500 to conduct the survey. The survey also showed that residents did favor the city setting and enforcing guidelines for the appearance, type of materials and colors to be used for new commercial buildings on Main Street. They were also in favor of regulating business signs. The most popular method among survey respondents to build new neighborhoods in the city is completely divided into private yards as in a typical subdivision. Respondents also were split on whether homeowners should be allowed to rent out a portion of their homes. Respondents were opposed to more control by the city on home occupation businesses. Most also said theyd be willing to pitch in to help maintain a neighborhood mini-parMost give high ratings to local newspapers for keeping citizens informed about community projects and problems. Most gave good or fair ratings to utilization of school facilities for community programs. Most also said they would favor an official historical organization be started to collect, preserve programs. Other than road maintenance, most city services received high ratings. Nearly 50 percent gave road maintenance poor ratings, with 32.5 giving the category only fair ratings. Residents were split on whether the city should pass a more restrictive shooting or hunting ordinance. About 50 percent said they would favor a complete prohibition on all hunting or shooting of firearms in Centerville city limits, while 40 percent were opposed. Most said they would favor a noise ordinance. And most (86.6 percent) said they would favor citizens unable to pay their city utility bill to work it off in services to the city.
