KE3IPFF EXPLAINS t I STAND AT TAKU -f Summary of Admiral's Report. The other senior forergn naval officers decided to take possession f of the Taku fort;. Admiral Kempff -f took the stand "that I was not -f authorized to initiate any act of f war with a country with which my -f country was at peace." For the same reason he refused to take part in the seizure of the 4- railway station at Tong Ku, which 4- was Chinese government property. The other admirals made a de- f mand on the forts for their sur- -f render, but Kempff refused to sign it. He ordered Captain Wise of the Monocacy not to join in the attack, "but in case of attack by a uninese government torce ne was to consider it a declaration of war -f and act accordingly." The Chinese waited until an 4- hour before the expiration of the -f time given them to surrender, and 4- then fired on the gunboats of the 4- allies. (The Newark and other 4-4- lare-er vessels could not ascend the 4-4- river this far.) 4-4- Shells burst about the old Mon- 4-4- ocracy. but Captain Wise attribut- 4-4- ed it to bad marksmanship. Finally 4-4- one passed through the vessel, 4-4- doing slight damage, and as more 4-4- shells began dropping in the vicin- 4-4- itv. she withdrew two miles up 4-4- stream, returning after the battle 4 4- to succor refugees and the wound- 4-4- ed of all nationalities. 4- In his report to Admiral Kempff, 4-4- Caotain Wise concludes: 4-4- "I feel a natural regret, shared 4-4- no doubt bv the officers, that duty 4-4- and orders prevented the old Mon- 4- ocracy from giving her ancient 4 4- smooth bores a last chance." 4- 4- 4- 4- 4- 4- 4 -4 4- 4- 4- 4- 4- 4- OTIEARA & CO., REAL ESTATE.
