Extreme Penalty of Law to be Meted Out to Bandit Chiefs. 1 In his annual report, General Chaffee, military governor of the Philippines. assigned as one of the principal factors in the prolongation of the warfare in the Philippines the terrible vengeance visited on any native who is even suspected sus-pected of friendliness to the American cause. In passing upon the case of a Filipino recently tried by court-martial for such a crime General Chaffee said: "As guerrilla and all other bandit chiefs have no shadow of lawful authority au-thority to take the lives of the inhabitants inhabi-tants of these islands, and as it is the duty of the United States to protect all in the enjoyment of their lives and property, the warning, often given, will be repeated until all shall heed it, both the chief who orders and the followers fol-lowers who obey their orders to do murder, must, upon conviction thereof, expect to suffer the extreme penalties of the law."
