PUBLIC NOTICE CSBG APPLICATIONS ACCEPTED The Five County Association of Governments announces they are accepting applications for Community Services Block Grant (CSBG) funds for fiscal year 1998. These monies will be made available to Southwestern Utah for the period of October 1, 1996 through September 30, 1997. These funds are designed to assist low income residents and are to be used to impact the causes of poverty in the local area. Turner groposed to initiate actions on oulder Top that would improve watershed conditions, fish habitat in several lakes, and correct sediment problems resulting from unplanned or poorly locatedroads. Monitoring and observations by the Forest Service and Utah Division Divi-sion of Wildlife Resources over the past several years show that many of the lakes on Boulder Top are receiving increased amounts of sediment, much of which is coming from the roads. This increased in-creased sediment has resulted in many of the lakes becoming more shallow and having the reduced ability to over winter trout. In time, these fisheries will decline and will no longer be able to produce pro-duce larger than average size trout. Proposed corrective measures meas-ures would include reconstructing and relocating portions of the main Boulder Top road and closing, clos-ing, obliterating, and rehabilitating rehabilitat-ing portions of those roads that are contributing sediment to lakes. Motorized vehicle use (except snowmobiles) would be restricted to those roads that are posted open. The District Ranger also proposes to construct approximately ap-proximately 5.3 miles of non-motorized non-motorized trail to help mitigate for some of the road closures. In addition, the Environmental Assessment As-sessment (EA) proposes to amend the Dixie National Forest Land and Resources Management Plan by changing the designation of Management Area 7A - Wood Production and Utilization on Boulder Top to 2A - Semi-primitive Semi-primitive Recreation. An Environmental Assessment, Assess-ment, titled "Boulder Top Watershed Water-shed and Fisheries Restoration Project", which documents the analysis for this project, has been prepared. Specific comments on the EA will be reviewed before preparing the final decision. When commenting, respondents should provide: 1. Their name, address, and phone number. 2.
