Japan A small cadre of 22 civilians from Air Force Logistics Command is making a giant contribution to the mission of the aircraft flying out of Kadena AB, Japan. "These guys are saving us money and eliminating down time on our airplanes to an extent no one ever dreamed of a year ago," said Brig. Gen. Donald Snyder, commander of the 313th Air Division at Kadena AB. Called Support Center Pacific, the AFLC unit was established at Kadena AB about a year ago. Its mission is to fix electronic circuit cards used in the "black boxes" so vital to the operation of modern-da-y aircraft. Since their arrival, Maxie Roman the man in charge at the center and his skilled technicians have been enlisted to solve a variety of technical problems that plague airplanes. High replacement costs for circuit cards and long lead times for acquiring new ones or repairing old ; id ire irepKoinirs raft ones at Ogden Air Logistics Center at Hill AFB, led AFLC to the concept of doing the repair work at Kadena AB. These cards, which can have as many as 16 layers of circuits, have an average cost of $4,000 to $5,000 each. One of the more complex cards can cost as much as $30,000. The operation, which is driven by necessity, has been growing methodically and systematically. Mr. Roman said the unit got into the "cable business" in January. These are extremely complex bundles of electrical wires, bonded together in a special braided sheath. "A couple of months after we got established, people would bring a cable in with a broken pin or something. We could usually help fix it," he said. Later, Mr. Roman explained, "I had occasion to look into a jet fighter and saw some cables in bad shape. They were doing the best they could to fix those cables at field level, but the kind of skill required was beyond field level skill and authorization."' '; " ;V In the past, it was not unusual for a cable to take " J Jopoim Dim 90 days to make its way through a repair cycle. In fact, some cables still used in aircraft are no longer manufactured. When these broke, they had to be sent back to the states for depot repair, or commer- cial contractors had to build new ones. " Now, if the needed materials are on hand, Craig Walker, one of the cable repair technicians, can have the broken cable back in operation the same day. Some cables are designated as "throwaway" items and are handled the same as pencils when they are worn out. Unlike a pencil, however, the complex wire bundles are very expensive. The Kadena center is sometimes able to repair one that is coded to be thrown away. For example, Mr. Walker cable costing more recently repaired a than $5,700 for less than $500. In the very near future, Ogden ALC's Support Center Pacific's capabilities will be enhanced with the same efforts being expended in repairing selected engines and hydraulic components.
