Watts, Adjutant General of the Utah National Guard. "With the current and planned reduction of the active Army," said Geral Watts, "Defense Secretary Melvin Laird has indicated a greater emphasis is to be placed on the role of the National Guard and Army Reserve in our overall defense posture." The National is now' authorized a strength of 400,000 men and the Reserve a strength of 260,000, said the general. "Every effort will be made to retain that strength," he continued, con-tinued, "so in the event of emergency, our level of readiness will be high enough to respond well. Such a response would be in lieu of expanding the selective service as was done for Vietnam." This readiness level will be built not only with new recruiting programs, General Watts explained, but also with emphasis on re-enlistment. "In order to accomplish this objective," said General Watts, "several new incentives are being considered." The general listed some of these new undertakings: un-dertakings: -Each unit will have an individual in-dividual taking on the additional duties of being a specially trained unit recruiter. -Newly Istituted federal support in recruiting has been received with additional duty authorizations. (Previously this has been strictly a state responsibility.) -Active Army early release programs have been instituted allowing a soldier his discharge six months early for enlisting for ione year in the National Guard or Army Reserve. -Counselors have been placed at active Army separation points to encourage enlistments in the National Guard and Army Reserve. General Watts said the Utah Guard has already acquired several highly qualified Army pilots who have served in Vietnam. "Finally," said the general, "in order to provide specific incentives for our present guardsmen, the fiscal year 1973 budget includes money fo:1 bonuses for re-enlistment and personal recruiting. In addition, the National Guard and Army Reserve are considering expanded ex-panded medical care programs and death benefits for guardsmen's guard-smen's dependants plans." TO SFRIMVILLC E vex DRUG M,0"t 4,mm J Sin; 3 SfnTG W& si mm In) (UMi mwj Your sheriff, charged with controlling crime in Utah County, is forced by lack of space in the County Building to operate without a prisoner "lineup" room, without proper prisoner interrogation and interview rooms, without a tactical squadroom, without a training room and without many other facilities he needs to do his job. Your county jail, an abandoned pump plant, is hopelessly crowded, hopelessly outdated. out-dated. It provides no facilities for segregating first-time young offenders from hardened harden-ed criminals, no facilities for rehabilitation of any kind, no facilities for training, no facilities for medical isolation (including drug-related infectious hepatitis.) Your county building, constructed in 1926, is similarly overcrowded due in part to a three-fold increase in county population since its construction. The offices of your county clerk, recorder, assessor, surveyor, treasurer and district court clerks, among others, are seriously overcrowded. There is only one jury room for three courts. In consultation with community leaders, professional consultants of the Federal Bureau Bu-reau of Prisons, state and municipal prison authorities, and community planners, your elected commissioners, following an exhaustive study reported extensively by the press, has recommended construction of a new facility designed to solve these problems. It would provide your sheriff with the tactical crime control facilities he needs, an adequate jail, and proper facilities for our courts and our county clerk. Construction of the new judicialsecurity building will, for the foreseeable future, provide adequate facilities for these functions, and will relieve the overcrowded conditions con-ditions in the existing county building. No tax increase is involved in the $4 million project, to be located immediately east of the existing county building. All that is needed is the consent of the voters to undertake a 20-year bonding program. Utah County, with no present bonded indebtedness, indebt-edness, and with one of the lowest mill levy rates in the state, has been pronounced in "excellent" condition to undertake such a bonding program by professional financial fin-ancial consultants. The $2.39 is an average per-resident yearly cost figure for the project, pro-ject, including interest charges. Your elected county commissioners, your sheriff, judges, county officers and a wide segment of the Utah County community strongly endorse this proposal and urge you to give it your full support by voting "Yes" on January 18.
