Further Information NOTICE TO WATER USERS The following application has been filed with the State Engineer to change water in Utah County, State of Utah throughout the entire year unless otherwise designated. NOTICE OF PUBLIC HEARING A public hearing will be held January 18, 1972, at 6 p.m. at the Mapleton City Hall to consider the request of Central Bank and Trust Co. for re-zoning. Harold Gividen City Recorder Published in the Springville Herald January 6 and 13, 1972. As you know, the Utah State Legislature began meeting this week in a twenty day budget session. Education will be one of the most discussed items during the session. The financial dilemma of many school districts in Utah and districts all across the nation is a cause of concern. The Legislature will look at the appropriations needed for the proposed educational program for next year. They will be considering a general appropriation increase to cover inflationary costs that continue to be with us. They will be considering increased aid in vocational education, school building construction, early childhood education, community school programs, summer school programs, transportation program and perhaps others. Not only do they spend a great deal of time looking at the costs . for educational programs but the Legislature has become ' quite knowledgeable about the way programs are being operated and will evaluate many current programs to see if they justify the expenditure being made. In Utah the financing of schools is a joint operation between the local districts, the State of Utah and the Federal Government. In Nebo District over 70 percent of the general operating budget comes from ' State sources. ' . During the Legislative session the Legislature will be presented the recommendations of the State Board of Education and the School Boards Association as well as recommendations from the Utah Education Association. In addition to these recommendations recom-mendations for overall program appropriations, individual school districts or legislators will submit recommendations for specific programs and legislation which will solve problems in particular areas. These programs and recom- f mendations are not always in ' agreement even though they are submitted by organizations involved with the educational program. We must understand that when a program is instituted in-stituted at the State level it must fit the needs of the entire State as much as possible and not the particular needs of one school or district so this entails compromises com-promises and understanding on the part of many people. The legislative process itself is a method of debating and . designing programs which best meet the needs of the State. , I would encourage you, if you have a particular interest or suggestion, to call a Legislator in our area and discuss it with him. We have three Legislators living in the Nebo District area. Representative Marvin F. Warren in Springville, Senator Wallace H. Gardner in Spanish Fork and Representative Robert 0. Bowen in Spanish Fork. The first equestrian bronze statue in this country honored Andrew Jackson.
