Summit County has its woman first County Commissioner. Her election ends the gentlemans' agreement procedure that allowed for a member of the commission board to reside in the three respective regions of the county). Shauna Kere, of the Snyderville Basin won the tightly fought election by a margin of 49.02 with 3,686 votes compared to Randy Ovard with 43.03 with 3,224 votes. Candidate Merrill Duncan picked up 690 votes for 3.93. According to the Summit County Clerks office there are still 340 absentee ballots waiting to be counted at press time, (Wednesday morning). Ovards comment after the election was the victory goes to the victor. Shauna fought a good race and I wish her well. It was a very close, dignified race and all the candidates worked well together. It was a very positive experience and one I will remember always. I thank those who supported me and worked so hard on my behalf, especially my family and friends. I srish nothing but the best for the newly elected county official Kerr, who will take over her new position in January, said she wanted to extend my congratulations to Randy for running such a great race. Then. I would like to thank my many supporters, especially those who braved the cold, snowy weather on Monday to go out and make a last minute push in my behalf as a get out and vote effort. I am very excited to begin working for the County and the residents and I hope the current board will include me in their closed sessions regarding litigation on water issues and developmental issues because many of the decisions may be made after I am in office." Kerr added that even before the voting actually began she sat down and considered herself a winner because of the experiences she has had from the campaign and the many great people 1 have had an opportunity to meet. I knew I would be a winner either way the contest turned out. North Summit Ambulance Service may take on a new format when it receives assistance from the Park City Fire Service District Summit Emergency Medical Personnel con- tacted the County Commissioners several years ago relating problems within the ambulance service for the north end of the county. The issues, which included payment proce goals, progressed to the point. In response to these concerns the current commission board contacted former Ambulance personnel to ask for their input and suggestions, according to Commissioner Sheldon Richins. Their suggestions and comments were added to a 48 page book form review prepared by an Emergency Services Consulting Group based in Oregon. Summit County EMS participants include fire agencies, local ambulance services, the local medical community, and primary dispatch centers. The repot stated to maximize the likelihood of success, the agency regulating an EMS system should maintain comprehensive oversight over all the system components. To be most effective, the oversight agency must operate under clear lines of authority, it must be empowered to create plans for the future of EMS in the system, and then be empowered to implement those plans. The Summit County EMS board made up of people from the various emergency service groups throughout the county was established to promote emergency medical services in the county along with enhancing collaboration among EMS providers in the county. Their services are augmented by technical assistance from the Utah State Department of Health which provides assistance to all counties in Utah. One critical factor for EMS services is that a single lead agency provides oversight. That means EMS providers operate under dear management structures and lines of accountability. According to the report, those functions are not present in the Summit County system( however, the local EMS council attempts to act as the policy and coordinating body. The board uses bylaws that are well established and followed correctly, electing officers, and regularly producing recorded minutes and agendas. There are presently nine volunteers on the North Summit Ambuiance team. Of those, most are employed outside the area and find it difficult to respond during the daytime hours. If the new transition takes place, the volunteers would become employees of the PCFD3. Two part time positions would be set in place in order to make sure there was adequate day coverage. This, according to the comtnissioiiers would create a better scenario for the residents, allowing for faster response time. Park City Ambulance joined together with the Park City Fire Department, in 1996 the same time the district acquired joint licensing with Summit County to operate in the Park City region. Year-Barba- ra Armed Robbery In Summit County Sheriffs Office Asks For Assistance BY PAMELA ROBBINS Bee Editor At approximately 8 a.m. on Sunday, November 3. a female employee of Wendy's Restaurant in Kimballs Junction, made a deposit in an ATM at the First Security Bank, located nearby. While she was parked in the restaurant parking lot she was . approached by a Hispanic male, who displayed a pistol and ordered her to give him her money. She gave him a small amount of cash and an ATM card, and the suspect left in a red sedan. Not long after the first alterca- another female was same the approached by suspect. tion, this time in the parking lot of the Holiday Inn Express at Kimball Junction. Again, he displayed a handgun. 'Ordering her to give him her money. The male fled the scene once again. Summit County detectives are following leads in the case and are requesting help from the public.
