Dr. Kendell referred to this hand-picked group as his "cabinet." The fifteen-member council will include the superintendent, the two assistant superintendents, the clerk-business manager, a representative repre-sentative from the career ladder staff, the two area directors, the curriculum director, the director of education support services, the personnel director, the director of data processing, the public information infor-mation official, an elementary school principal, a secondary school principal and a representative representa-tive from special education. The coordinating council is made up entirely of district people. There is no representation on the council from the DEA or the PTA. This point was mentioned in the board meeting by representatives of both groups. Appointments to the new positions posi-tions and replacements for positions posi-tions now vacant will be made shortly after the first of the year. Dr. Kendell anticipates it will take three months to get the program into effective operation. By DONETA GATHERUM FARMINGTON Davis School Superintendent Dr. Richard Kendell presented his proposed district organization plan at the board of education meeting held last Tuesday. : The plan shows some important organizational changes within the central administrative staff. One major change is the elimination, because of the tight budget restrictions, restric-tions, of one assistant superintendent. superinten-dent. For many years, Davis District Dis-trict had an assistant superintendent superinten-dent for support services, an assistant assis-tant superintendent for curriculum and an associate superintendent for personnel matters. Dr. Kendell is proposing an assistant superintendent for support sup-port services and an assistant superintendent su-perintendent for schools. The person per-son selected to fill this latter position posi-tion would be the primary operations opera-tions officer of the schools. Under this chain of command would be: the curriculum department, education educa-tion support services, the director of testing and assessment, and two area directors. The assistant superintendent super-intendent for schools would also be responsible for the career ladder programs. The position of area director is a new concept introduced by Dr. Kendell. There will be two area directors functioning. Each will have the responsibility re-sponsibility of three high schools, six junior high schools and 22 elementary schools. Their job is to work with teams of principals, counselors and teachers to improve im-prove the educational programs of the schools. This coordinator will work with others to write educational educa-tional plans and programs and to develop yearly budgets. Dr. Kendell Ken-dell says the goal of the district is to "develop a fully integrated curriculum curri-culum in grades K through 12." Another important feature of the new organizational plan is the consolidation con-solidation of all personnel services, including insurance programs, into one department. This will be headed by Mel Miles and will be under the assistant superintendent for support services department along with plant operations, energy, ener-gy, new construction, transportation, transporta-tion, foods and data processing. Dr. Kendell sees his role as district dis-trict superintendent as one of working with the state legislature, the federal government and communities com-munities at large. He will directly supervise the office of public information infor-mation and the Davis Foundation, a private group established to secure se-cure grants and other funds from private individuals and industries. The superintendent hopes the assistant superintendent for schools and the area directors will work closely with local schools and much of their time will be spent inside the school buildings. The final major change in this organizational plan is the establishment establish-ment of a coordinating council consisting con-sisting of key people the Superintendent Superin-tendent has selected to "contribute ideas and not to represent a special group."
