Show THE ROCK SPRINGS FIASCO. The murderers of the Chinese at Rock Springs have not been indicted. The form of an investigation into the matter by the grand jury has turned out a mere travesty upon justice and is a fiasco. The grand jury in their report said : We have dilligently inquired into the occurrence oc-currence at Rock Springs, on the 2d day of September, and though we have examined a large number of witnesses, no one has been able to testify to a single criminal act committed com-mitted by any known person onthatdav. Whatever crimes may have been committed there, the perpetrators thereof have not been disclosed by the evidence before us, and therefore, while we deeply regret the circumstances, we are wholly unable, acting under the obligation of our oaths, to return indictments. Bee, the Chinese Consul at San Francisco, lias been interviewed by a reporter re-porter of the Alta-California, and in the course of his remarks, said : j To show you what sort cf a grand jurv that must have been, I will simply state that j I myself have nine affidavits of railroad ! fmployes, merchants and superintendents of I , mJn?' I told United States District Attorney Campbell, w ho was specially depu-j depu-j tized by the Attorney-General to investigate the massacre, that if he would guarantee ! proper protection I would furnish him Chi- nese witnesses who could identify every white engaged in the assault. He Baid he would attend to the matter and let me know. He then went off to .Lvanston and I have never seen or heard from him since. There was no attempt on the part of the prosecuting officers to indict; they did not want any indictments returned thanks to the reign of terror. You must remember re-member that these Chinese and white miners have been working together for the last eight years, and are a trifle more than f ami-bar ami-bar with each other's countenances. All the white miners, as well as the Chinese, were paid off by an American firm, and the head of that concern, as well as two or three clerks, could have identified every one of the rioters. From that statement it looks as .though the grand jury had not cared very greatly to find out who massacred the Chinamen at Rock Springs. That was a matter of minor importance, and when it came to such things as the relation of labor to capital and what the railroad ought to do and what it ought not, then the grand jury were quite at home. We have also inquired into the causes that led to the outbreak at Rock Springs. While we find no excuses for the crimes committed, there appears to be no doubt of abuses existing exist-ing that should have been promptly adjusted by the railroad company and its officers. If this had been done, the fair name of our Territory Ter-ritory would not have been' stained by the j terrible events of the 2d of September last, j Gentlemen of the grand jury, don't get j excited about the "fair name of our Ter- j ritory," so long as you cannot discover j any of those who have sought to tarnish it. j |
