The President presented a message from His Excellency the Governor, nominating nom-inating Arthur Pratt for the position of Territorial Auditor ; Bolivar Roberts, Treasurer, and P. L. Williams, Superintendent Superin-tendent of Public Schools. A communication was read from A. E. Marian, Assessor and Collector for Sanpete San-pete county, asking an appropriation of $501 for taxes he paid for persons from whom he conld not . collect. Referred to Committee on Public Accounts. reports op committees. From Mr. Graver, for the Judiciary Committee, reporting back H. F. 3, C. F. 13 and 18, and recommending their par-sage. par-sage. Adopted and bills placed on file. II. F. 3, amending Sec. 388, Chap. 1, regulating the mode of procedure in criminal cases, was read the second and j third times. The amendment gives the j right of bail in all cases except where i charged with a capital offense. The bill p&SS3(3 C. F. No. 12, amending 570, 721, 722, 723, 757, and 759, Code of Civil Proced- ure, passed its second reading and was ordered printed. C. F. No. 18, prescribing punishments for misdemeanor. The object of this bill is to limit fines for misdemeanors to a sum less than $300 and imprisonment not to exceed six months. Bill passed. . C. F. No. (5, amending Sec. 5, Chapter 25, laws of 1834, regarding license of business, was read the third time and passed. C. F. No. 15, defining the manner of determining county lines; authorizing counties to employ surveyors to make surveys and erect monuments. The bill was recommitted to the Committee on j Counties. . - At 8 :20 the Council adjourned until 2 p. m. to-day. January 21. The minutes of yesterday yester-day were read and approved. Mr. Tuttle presented a petition from Martin Frederickson, asking permission to change his name to Martin Hanson. Referred to Committee on Judiciary. The committee to whom was referred the bill for the "Protection of Fish and Game," reported it back, with a .substitute .substi-tute bill, with recommendations for its passage. Report accepted. By Mr. Sharp A bill to amend sections 578 and 580, Compiled Laws of Utah, 1876. Referred to Committee on Education. Educa-tion. , Council adjourned till to-morrow at 2 o'clock. The House. January 20. Mr. King presented a petition pe-tition from John F. Turner, representing that he had advanced money for the payment pay-ment of witnesses for the third and fourth trials of Frederick Hopt, there having been no funds provided for the purpose by the Territory. The whole amount expended ex-pended by him was over $700, and the petitioner asked that he be reimbursed, j Referred to the Committee on Claims and i Public Accounts. I ' Mr. King, from the Committee on Ag- riculture and Irrigation, reported a sub-j sub-j etitute to H. F. No. 14, in relation to irrigation irri-gation companies, and recommended its passage. The report was accepted. Kimball, from the Committee on Live Stock, reported adversely on H. F. No. 10, and recommended it be not passed. Report adopted and bill rejected. . Hatch, from the Judiciary Committee, stated that they were not prepared to make a report on H. F. Nos. 12 and 15 (the two bills introduced by King and McLaughlin in relation to sexual ' crimes). I The bills were ordered printed. The substitute II. F. No. 14, in relation to irrigation companies, was called, up and passed its first and second reading. By Lund A bill to establish a Territorial Terri-torial reform school. Committee on Penitentiary and Reform School. Baty desired to be released from the conference committee on the resolution relating to a compilation of laws, on the ground that he was an inexperienced legislator and the matter was of grave consequence. His request was granted and Thurman was appointed' to fill the vacancy. The 'substitute for H. F. No. 14 was then taken up on a motion to reject. This bill declared it a misdemeanor for any person to damage, destroy or interfere inter-fere with any dam, canal or waterway of any irrigation company. The substitute was rejected. The following bills were reported from the Council : ' C. F. No. 6, amending section 5, chapter chap-ter 25, laws of 1884. Judiciary Committee. Commit-tee. H. F. No. 3, providing bail in criminal cases pending appeal, with title amended. The amendment was concurred in. C. F. No. 18, providing the mode of punishment for misdemeanors. Judiciary Committee. H. F. No. 14 was taken up and passed. The House adjourned. January 21. Tho House met pursuant to adjournment; roll call; all the members mem-bers present; prayer by the Chaplain, wherein, as usual, he neglects to mention the members of Congress. .House journal of the tenth day read and, after some slight amendments, it was adopted. Thurman presented a petition from citizens of Pleasant Grove, Utah county, asking that the boundaries of the city of Pleasant Grove be amended. Read and referred to the Committee on Municipal Corporations. Rider presented the report of the Territorial Terri-torial Superintendent of Schools. Read and referred to the Committee on Education. Educa-tion. , Hatch presented the report of t he Judiciary Judi-ciary Committee on Council File No. G, and recommended that it be put upon its passage. On motion, the report was adopted. |
