Show I SUNDAYS WICKED WORK Cornelius OLearj of Chicago Tame Kills His Mistress and Fatally Wounds His Sister I Three Men Killed in Broad Daylight on the Streets of Springfield Illinois A RumJIaddencd Lunatic Sheds Blood Promiscuously at Salem Indiana The Final Ecport of the South American Commissioners WASIIINGTON August 23rhe South American Commissioners aro preparing their final report which will be transmitted to Congress by the President along with eleven special reports upon the different countries which have been forwarded from time to time to the Secretary of State These reports being addressed to CongressCannot be furnished for publication without violating vio-lating official courtesy but they have been briefly foreshadowed by dispatches sent from time to time 10 the Secretary informing him of the progress of the Commissioners The detailed reports are very voluminous and contain much valuable matter They contain not only the views and collusions of the Commission but also statements state-ments taken by stenographers from nearly all the prominent port merchants engaged in foreign trade in the nine countries visited giving the result of their observation and their opinions as to the best modes of promoting pro-moting trade between those countries and the United States It was the practice of the commission at the cities visited to invite before them the prominent merchants who were supposed to be friendly disposed towards to-wards the United States and to secure from them all information possible relating to the trade of their own countries with the United States and its commercial rivals and to ascertain from them the reason why our country had so small a share of the Sonth American commerce The various topics upon which close inquiry was made were furnished by instructions given by Mr Frelinghuysen late Secretary of State and I bore upon closer intimacy between the United States and other republics of this hemisphere They embodied At series of propositions which were accepted by everyone every-one of governments except Chili Twelve reports which will be submitted to Congress will make two or three thousand pages including in-cluding information furnished by 250 or more merchants intervied The Commission have been constantly employed since the 13th of last September when they met for organization in New York have travelled 32000 miles and officially visited nine different countries Columbia Nicaragua and Honduras were omitted because I be-cause of revolutions Bolivia could not be I visited because her ports were blockaded and Paraguay and Brazil were passed over because of instructions sent by Secretary Bayard for the Commission to return by July 1st last The Commission report that a great deal of interest was shown everywhere in South America in the work and even in Chili where the government did not show much cordiality toward the United States the citizens wore hospitable and the merchants mer-chants did everything in their power to facilitate the Commissions work In Uruguay and the Argentine Republics Re-publics much disappointment was expressed because tho visit was necessarily shortened by the instructions from the De partment All railroad and steamship companies com-panies at Montevideo and Buenos Ayres placed special trains and steamers at the disposal of the Commission so that they could make a visit to the interior of the country and did not conceal their sensitiveness sensitive-ness because their generous offers could not be accepted In order to complete their work in these two countries the Commission divided Judge Thatcher remaining in Uruguay Uru-guay and Mr Curtis visiting the Argentine Republic By this means they were able to devote ten days to each country The capitals capi-tals of these countries being opposite each other on the river plateau the Commissioners Commission-ers could hold consultations on occasions when it was deemed necessary Both wero present at official interviews with representatives of the merchants of the countries |
