Show THE appointment of Mr Phelps to succeed suc-ceed Minister Lowell at the court of St Tames has caused much comment by the I press of the whole country and much of it has been very uncomplimentary both i to Mr Phelps and to the Administration That Mr Lowell has been an honor to his country none will deny and he has done much to redeem the nation from the re 1 proaches which were justly cast upon us by European nations on account of the conduct of General Schenck when he represented us in England The United States are in a very peculiar position as regards England on account of the IrishAmerican question so peculiar pecu-liar have our relations been that a portion of the country have thought our duty in England was merely to represent a part and not the whole and so far has this gone that the Springfield Republican says the Irish are wild at the selection selec-tion of a man whom they consider con-sider as a thoroughgoing Englishman It may be on account of Mr Phelps oc cassionally wearing kid gloves a thing that heretofore has been a sure sign that the person so doing was unAmerican Then again Mr Phelps is condemned because be-cause he comes from Vermont a hopelessly hope-lessly Republican state This is stranger yet and has less foundation than the other objection for that one has some foundation in national hatred while this latter is but an argument from the spoils system Whatever elsa we need we must have a competent man in London Lon-don and doubtless President Cleveland has selected such an one |
