"We can only be free so long as we are able to maintain the proper balance of power and responsibility re-sponsibility between the federal government and the individual citizen," cit-izen," he said. Bennett pointed out five areas in which proper balance is essential essen-tial and which are vitally affected affect-ed by the action of Congress: 1. "Prosperity comes only when production balances consumption," he said. 2. He discussed the Colorado River Development by pointing out government can be a welcome partner, but may be dangerous as a competitor. 3. Commenting on the recent dramatic development in the af-1 fairs of the Ute Indians in the Uintah Basin, the Utah Senator reminded his listeners that everybody every-body wants the federal government govern-ment as a friend, but not as "the Great White Father." 4. Reminding his audience everybody resents an umpire in an athletic contest who gives all the breaks to one team and that "while we want the government as an umpire between groups and interests, we must fight to preserve pre-serve his impartiality, lest ours becomes a government of men and not of laws. It's when this impartial im-partial balance is destroyed that the 5 per-centers and the mink coats begin to show up," he said. |
