As the report says, no Army in American history has been so orderly, so well-behaved, so well-trained. Why, even on pay-night, there's very little drinking done. I was particularly interested in that part which said the Army, with an eye to its own problem, usually prefers to have its camps in wet communities rather than dry communities com-munities because wet communities can be ' regulated . . . dry communities with their bootleggers can't.
