| Show itan constitutional amendments A MEND MENTS proposed constitutional amendment no 1 A joint resolution proposing ar an amendment to section 5 of article 11 of the constitution of 0 the state of utah relating t to municipal muni cipa corporations be it enacted by the legislature 0 the state of utah two thirds vote of all the members elected in th two houses concurring therein section 1 that it Is proposed to tc amend section 5 of article XI of tilt constitution of 0 the state of utah s that the same will read ag as follows see sec 5 corporations tor for muni municipal cipa purposes shall filial not be created ly by cial laws the legislature by gener at al laws shall provide for the ancor po horation por atlon ration organization and classi fica don of cities and towns in proportion pro portio to 10 population which laws may be al amended or repealed any city may frame and adopt i charter for its on government in thi following manner the legislative authority of the th city may by two thirds vote of iu ill members and upon petition of tied fled electors to the number of 10 pey pe cent of all votes cast at the nex preceding election for the kofl office ice 0 the mayor shall forthwith provid by ordinance tor for the submission t U tile ehe electors of the question a commission be chosen to I 1 charter the ordinance shall re autre that the question be sub submitter mitte to the electors at the next regula municipal election the ballot cor coi laining such question shall also con tain lain the names of candidates to fo members of the proposed commis sion but without party designation such much candidates shall oe be nominate in them the same manner as required b law tor for nomination of city officers it a majority of 0 the electors botin on the question of choosing a corn com mission shall vote in the affirmative then the fifteen candidates re celvin a majority of the votes cast at sue election shall constitute the charte commission and shall proceed to t frame a charter any charter so framed shall b bi submitted to the qualified electors a 0 the he city at an election to be held a a time to be determined by the char ter commission which shall be no less ices than 30 days subsequent to lt completion and distribution almonr the electors and not more than oni on year from such date alternative Alter provisions may alad be submitted t it lie be voted upon separately the corn com mission shall make provisions tor for ill the distribution of copies of the propose charter and of any alternative pro visions to the qualified electors 0 the city not less than sixty days be tore fore the election at which it is voted vote upon such proposed charter ane such alternative provisions as are ap proved by a majority of the electors voting thereon shall become an or ganic law ot of such city at such woo time as aa may be fixed therein and supersede any existing charter an anc all laws affecting the organization and government of such city are now in conflict therewith with in fit thirty days after its approval r copy of such charter as adopted certified by the mayor and city re corder and by the sea of such city shall be made in fit dupil cate and deposited one in the offic of the secretary of state and the other in the office of the city record er and thereafter all courts shall take judicial notice of such chafer charter nT amendments 1613 to any such euca chariei may be framed and submitted charter by th commission in the s samp ame charters manner as provided making mating 0 or oc may be proposed legislative ayt by thi authority of the city upon n 0 a two thirds vote thereof |
