seat of duchesne county here are the facts in the matter read these and be your own judge of the question in 1876 chas L dubois an engi engineer reer in the government service and now and for a t number of years past chief of the bureau of surveys of the general land office at washington D C established the uin tah special meridian after establishing his base mr dubois nade an astronomical observation calculated the longitude of tin bo ui uintah atah base meridian Ifer idian to be igsa 57 30 west longitude this ca calculation 1 ulion at has stood without chis question c tion from 1876 to the P present resent time being the base used by bv the government in the general land office at washington and by all government engineers in their employ to this present date 1 in 11 1 1880 the territorial legislature of utah created uintah enmity of the eastern portion of wasatch county and established is ts the line ime dividing the two counties unties ro hiie the meridian of the tha exact pont point ot this meridian merl dian was not at that time established nor has it ever boon apen established other than by calculating ng the difference in timp tim from irl tho the uintah base meridian at the time of creating uintah county it was knan that this line lige passed thru the uintah indian reservation and as no white people could live in the reservation and no one living there could be taxed the exact point where the line of the two counties divided was of little consequence and was not worried overt over the outside foundries boun dries of the reservation had been very plainly marked by stone bonu ment county taxed the tv within their lines up to these reservation monuments and bothered no further with the territory within those boundaries at the opening of the reservation in 1905 this of course was all chan changed zed lands within the reservation were homesteaded homestead ed and the homesteaders aders had per bonal property to tax the i nu estion of just where the line should be was then considered conse dered 1 not however until the spring af pf p 1907 was the question bately settled when the county 1 commissioners of wasatch coun ty asked mr ed FH armston at 6 that time a deputy U S mineral surveyor and one of the most competent engineers in the auntry to definitely defina tely figure out and establish this line between uintah and wasatch counties that no dis disputes might arise arise between them taking mr dubois calculation mr harm ston slon figured that if the uintah special base meridian was at 57 30 west longitude the meridian of west longitude would be 2 30 west of trisor th this isor or as near as could be approximated 2 15 1 5 miles west of the uintah special meridian this was accepted by wasatch county as final and uintah county also accepted the established line ime and from that time to the present no word of complaint has been raised by either county the only parti parties es by the way com detent to raise the question at all the law provides see sec C tomp amp laws 1907 when ever any dispute or un certainty shall arise as to any beim dary the same may be determined by the county surveyors of the counties interested and in case they fail to agree or otherwise fail to establish the boundary the board of county commissioners of either or both counties interested shall engage the services of the state engineer who with the aforesaid county surveyors or either of them if but one appears for that purpose all having received due and proper notice shall proceed forthwith to permanently determine such boundary line by making the necessary surveys and erecting suitable monuments to designate said boundaries which shall be deemed permanent until superseded by legislative enactment now there was nev never er a dispute as to the boundary but there was uncertain ity to settle this uncertainty the services of mr harmston were cal called led in his decision was accepted and ana there has never been any dispute or uncertain ity of the line since the county line between the two counties is 2 15 1 5 miles west of the uintah special meridian this line runs straight thru thra the country from north to south parabell ing it there is scarcely a mile in the whole line that cannot bo be readily located tbt line thus established has become permanent by ack in hi both counties by usage and custom and can only be changed by act of the legislature both counties tax the property to this line from either cither side service in criminal and civil actions have for more than seven years been determined by this line school districts have bonded their respective districts to this line and the line has been so established that no court would dare to change the same A change in the line at this time would be so far reaching that no one could predict the results both district school bonds and high school bonds would be effected trials settled for years might easily be again opened and no end of trouble expense and litigation ensue but who is agitating the question at this time and why is it being done small people who to make political capital out of the present fight for the location of the county seat are the agitators to frighten the people that votes may be taken from roosevelt and cast for others of the candidates for the county seat is the motive but what grounds have they for their contention this much the meridian of west longitude the imaginary line so broadly dess designated sr by the territorial legislature as the line between the tw counties has never been established As heretofore set forth mr dubois established the uintah euintah special meridian as boing being 57 30 west longitude andthil and this hag has stood andis and is still standing officially as the base from which all calculations are figured during the summer of 1914 this past summer a corps of government engineers working thru the country established a triangulation point poin I 1 just west of the uintah river this point differs about a diute in longitude from that established by duboise figuring the meridian of west longitude from this triangulation point would place the same about one mile farther west than the county line has been established and would throw a portion of the town of roosevelt within uintah county that is all there is to this talk of roosevelt being in uintah county po do you suppose the agitators of myton who have sprung sprang this question believes that the setting up of a stake by a government engineer willup will upset an established used and understood der stood line of seven years standing are these same agitators willing to loose v near an hun hundred tired square miles of terri tory to the new county simply to draw a few votes from roosevelt roosevel are they willing villing to take the chances of their own school district bonds bein being questioned and of their own town being brought within a mile or so of the county line for the sake of gaining these few votes vic ve do not think so they are not in earnest they art simply playing politics they would fight to retain this territory just as readily as we ve would but suppose we accept this stake driven by the government engineers as being correct and move our county line to corres pond with the same what guarantee have we that another set of engineers will not come along next season and change again a mile or two none in the least leak the county line has be bee established by law by custom us and usage nothing but an act of the legislature can change the same then again under the law the county must make the complaint the county government must raise the dispute neither wasatch county nor uintah county has raised raise s the question Is the new county going to raise a question that if carried out as these agitators auld have us believe would dismember her and rob her of valuable territory terr itry roosevelt is within duchesne county roosevelt is in the county seat fight to win win because of all the candidates in the fight she deserves di serves to win do not let this bluff of not being in the county swerve you from your choice your vote will be honestly counted and you will have the satisfaction of having voted for the winning town if roosevelt is not in the new county the county high school was never legally established if roosevelt is not in duchesne county then you have no duchesne county for her vote was the largest cast for its creation do you not see the complications you raise in this question then know this that the question has no merit that it is ii being agitated for effect only and that the very agitators know I 1 the territory they would wrest from the shenew new caunt county cannot be taken from her for her rights in this case base are secure
