| Show regulations REVISED FOR SELECTIVE SERVICE induction of many registrants who had ad been barred from military training beaise of statutory law violations is now possible because of a revision of selective service regulations resulting from modification of army requirements for recruitment the revision of the regulations major H A rich acting state director of selective service said today removes the sweeping disqualification ot of all men who had been convicted on an offense which the laws of the jurisdiction in which it occurred defined as a felony he said debarment as felons is limited to perpetrators of certain heinous crimes and habitual criminals advising the local boards of of this revision major rich hailed it as just timely he said this will enable many patriotic young americans who had been de barred because of some youthful misstep to serve their nation in the ranks of its armed defenders it is timely tor for that reason in view of the national emergency and it Is just also in that it makes a proper discrimination between offenses that are merely vio violations of statutory law and crimes which denote moral turpitude it bars the criminal but it opens the door to the man who has atoned for and repented of an offense against society that is ia not generally accepted as a felony the changes are in the regulations defining class IVF IV F physically mentally or coraly unfit 11 they now ban specifically the following law violators 1 those who have been convicted of certain heinous crimes 2 who have been convicted on oil two or more occasions of offenses which come under a generally accepted definition of a felony ja 3 who aej are chro taic offenders with pronounced criminal tendencies who have been convicted on at least three occasions of offenses punishable sentences 4 who are being re bained in the custody of any court of criminal jurisdiction or other civil authority the heinous crimes named are tread trea son murder rape arson sodomy pandering any crime involving sex perversion or any crime involving illegal ealing dealing d in narcotics or other habit forming drugs irrespective of these specific por visions concerning law violators said major rich the regulations as amended also provide that any registrant who is is found to be morally unfit for military ary service shall be placed in class raf together with any registrant who is found after physical examination to be physically or mentally unfit for military service class imp IV if also includes any registrant who has been dishonorably discharged from the army navy marine corps or coast guard or has been discharged because ot of indent ability or of it h ailts or traits of character |
