Show P R 0 H I 1 D IS PASSE the house gives overwhelming wh elming majority the vote stands 37 in favor and 4 against the measure mcrae has wild notion the cainnon bill the prohibition measure his has passed the house by the majority of 39 to 4 this I 1 is th N M 1 I 1 Is ii i i great anxiety among the politicians of utah the bill was reported from the committee in the early part of this month and wis was sent back to the committee for further consideration last thursday it was returned to the houe and put upon its passage there was a vigorous attempt to filibuster and obstruct the passage of the bill by a hopeless minority this was led by holman of bingham and anc mcmillin MeM iliin of salt lake with some assistance from ruesell of salt lake mcmillin is the statesman who tried to prevent churches from exercising the right of petition A man named mcrae made a bid for notoriety by one or of the silliest speeches ever heard of in a lawmaking body in which he uttered a doce which lulu hive have done honor to the men who tried to make the revolutionary lutio nary war a failure namely that the people have no right to tell their servants the legislators what they should hould do but that the princes of s the loial blood the politicians should be the men who should dictate tate to the legislators how to keep the pledges of the political eil eAl leaders in legislation here is what mcrae said 1 I am convinced that this is a wild move it came like a hurricane I 1 knew nothing about it before election A great mary people have come to me to tell me how I 1 should ote bote on this bill and what will happen to me of I 1 oppose it 1 la I believe that of tho the lavres jsn cs 0 on 01 1 these petitions at least are minors of the residue remaining 50 13 par r cent did not know what they were signing the federal bunch has been brought into this dies I 1 endorse their action I 1 do not think that illy any rank and file has the right to rise against their leaders if an army disobeys the commands of its general 9 beneral it is bound to mean defeat I 1 have been elected three times b by voters of all classes mormons cormons Mor mons jews and gentiles I 1 am a republican a and nd I 1 believe tese leaders won the campaign in the county last fall whether they were wise or err unwise it is our duty to accept the result I 1 am a prohibitionist in every sense I 1 of f ohp word that being so am I 1 to bow to the children who sign these 13 petitions or to the judgment of the ti tipplers tipp lers who hive have their names on these petitions 7 if I 1 vote 3 es on this bill I 1 would have to charge n myself y with cowardice therefore mr speaker I 1 desire to ateno ote no in the course coure of the debate which eh lasted three hours and was nas at times vigorous numerous amendments were A ere offered bur bui all were noted down the bill as amended by zhe the majority report of the committee therefore stands it provides for absolute prohibition hibi tion at the beginning the minority reports of holman that the bill do not piss pass and of clegg that druggists be permitted to sell liquor r under certain restrictions were noted ted down and the bill was before the house cannon the author of the bill m moved an important amendment pr providing v for the establishment of 0 of dispensaries dispensa ries riot not more thin one in iny illy city dundei the supervision of the county commissioners after a long discussion in which a number of pro prohibitionists declared that they would rather have bars bar than second class cass saloons mide out of drug stores the amendment was lost mcmillin Me Millin insisted on having all the petitions on oil the prohibition question read including the names as there are about names to say nothing of the text of tile the petitions it was declared to be impossible to do this and Mc Millins motion was lost clegg moved to amend by chan changing zing the terms of penalty was nas lost he then moved to include drug stores 11 len l as 1 t mr holman said the majority WES in manifestly anif estly tending toward haste and he denied the charge that the minority was trying to delay action As between haste and delay laid he 1 I think the virtue lies for delay mcmillin dovd to air ahrend end by inserting the words following liquor and other beverages hee beier rages ages holmans motion to lay on the table was lost so was the beverage bevc amendment the necessity of liquor from a medical stand point was discussed by a member mr cannon said that he had the word of a large nimber of ply sic ians that liquor was wag a prime necessity in certain cases of disease pneumonia among I 1 them 1 ihen you admit that if proper properly 1 y used liquor is a benefit and not an eail etilo inquired mr holman mr air cannon said the question hid had already been answered mr archibald said he had bad been told by physicians thit that spirits of am alnonia nonia r ic d the same 1 i apoe he was not for legalizing the liquor traffic any more than he was for legalizing murder people w will 11 be say K g that utah is a stale stae that has prohibition that prohibit as it is slid and of other states mcmillin Me Millin moved to amend by including a certain patent medicine and certain ng grups the motion was aas seconded but never put holman roofed moed to strike out all of the bill and to insert no 52 pones bill this thia also was lot loft mcmillin Me Millin asked the chairman of the judiciary committee if he had looked into house bill no 12 his bill providing for local option had his committee considered the merits and demerits of this bill mr clegg said he had not especially gone into it thereupon a motion was as made to refer the bill under con consideration I 1 aeration de ration back to the committee to be reconsidered together with all other bills bearing on the subject this was loit jort naturally when it came to explaining votes everybody nearly explained his vote mr baker of tooele thoele said he personally it as unwise to pass statewide state wide prohibition legislation at this time but inasmuch as he be had any number of petitions from his constituents he be felt himself bound to follow their indicated will other members also had petitions a and d were guided by them although i in doubt the themselves melves as to the wisdom of a prohibition measure as against strict regulation law lany As a wind up charged that certain members had changed their minds mighty suddenly 1 I challenge the person who talked with me six days ago to repeat what he be then I 1 said said mr MeA Me Millin lillin nobody said anything an thing I 1 the vote on the tha bill resulted in 37 for and I 1 against but before the final vote holman changed his vote in favor of the bill in order to save the point of moving to reconsider and mcmillin did the same and these two served notice that they would move for a are reconsideration consideration on monday mcrae and russell voted against the bill and dyreng of manti and Thor Th onIey pley of kaysville Kays ville were absent |
