consolidation question as contemplated tem plated li bv I 1 liw dav it was as submitted by mr W 11 robinson of the richfield school bo baird ird it cle dairl irl points out that instead of schol precincts or districts there will be but one district governed by a baird of live five members each member elected by one of the five fine representative districts which will be by the county commissioners out of the now sixteen districts this board is 13 to ha e veery power as explained I 1 do not want to be miR misunderstood understood relative to the ability of children after a seven months school for I 1 do not mean to imply that the teacher is at the present time not doing the required amount ot work it is simply an impossibility for the teacher to do ten months work in seven seen months time the schools of sevier county were nev never er better than they are at present time but this is ib not enough when lan cin bo be remedied eme eine died chit hit the citizens of sevier received by the local tax levy in that district and thereto add the amount received from the state and the county for any school year and vou ou will di discover geover the amount of money that each district is giving to each child in schooling etc the amount received from the state and the county in 1906 07 was in the equalization of values and in tax rate I 1 submit for our consideration section 2591 it S of utah dealing with the pow power r given to the county commissioners for levying as high as a four mill tax on the assessed valuation of the county for school purposes this to bo be boine equally by every district as its valuation Is this a good law section 2598 R S of rutih provides for an annual state tax of three mills on each dollar of valuation of the taxable pro property erty nerty in the state tor for district school purposed seb t be apportioned to the several leeral school districts as provided by law Is this a good provision provisions 7 i the last legislature of the state of utah complied with ith the federal law on the requirement of distribution of the ten per of moneys received from the follst foiest rc reserves erves and today to counties aro arc enjoying the berie benefits fits of that provision and amor amborg them is sevier to the extent at the last distribution of 88 the Gl nood and fillmore reserves hive hanc since been added and a greater income will be bc received the state slate in its constitution article 10 section 3 made provision as the requirements of the embling En ibling act and list school beir every b boy ay and every girl in the state nc forty t two 0 cents from that lind 1 ind fund avery boy and every girl in the common schools and the common schools consist of the 1 limary and aia the grammar grades that the question of federal G government overn in looking out for its citizens in the best and tho the most advant advantages s aldag afforded afford cd for school privileges and n no other state in the union received such a grant of land for common school purposes as did utah when she wai admitted into the sisterhood of states consolidation is simply an improvement on the present p power ower for th the e manipulation of school affairs faira af and which is seen and earned carried out successfully in twenty two states of the union among them numbering such states as massachusetts indiana diani In ohio iowa Alis missouri and wisconsin our fair state to day stands on the third round from the top of the educational ladder and ere long we expect it to stand on the top round in education il advancement
