Show will push JL arwe for JL LAI mer 9 e r will conduct educational campaign on two proposed amendments activities of the bath aduca tion lion association will be centered during 1938 on an educational program to obtain passage of two state constitutional amendments which would make possible a transfer from tangible property levies to other taxes as the principal source of state support for schools this announcement was made recently by milton B taylor U E A president and since thai that time four committees have been appointed to conduct an educational campaign in the state in line with the project B M thompson principal of the salina junior high and elementary school was in salt lake to attend a meeting of the local associations committee and don E kenney of the richfield high school was in salt lake friday to attend a meeting as a member of the board of trustees of the U E A at the meeting friday the state was divided into six regions B al thompson will be in charge of organization of the educational cam campaign in the region including sevier county and comprised of the section from sanpete county south on the east side of the mountain superintendent barlow of cedar city will direct the campaign on the west side of the mountain and including a all 11 of that part of southern utah dr J R mahoney chairman of the school finance committee classed the present state school tax system as so flexible as to defeat the purposes outlined in the state constitution that the state establish and maintain a uniform school system the proposed amendments would merge the present three state school funds into one uniform state school fund which would receive revenue from interest on the permanent school fund rent rentals alsand and royalties from state school lands and royalties from federal lands which include more than 75 per cent of the states area the amendments also would remove the present maximum of state aid to schools and make possible diversion of other revenue to the fund while the average daily attendance of pupils has increased during the past 10 years income of the schools has been curtailed because of a 30 per cent drop fin the assessed valuation of real property dr mahoney said the state equalization fund begun in 1931 has supplied but still leaves the schools more than worse off than 10 years ago he continued the possibility of enactment of a homestead exemption law by the next state legislature makes it doubly important that the amendments receive a favorable vote by citizens next november making it possible oos Dos sible to revamp machinery for state support of schools he said |
