san francisco to the people peo le of u richfield ahfield ak you were no doubt shocked as were vere we ne to read some time ago in the richfield reaper that our cites administration had decided that there would be no election held in richfield this year it was vas their contention that there could be no election held because of the fact that the last legislature had repe alee a law providing for city elections in the third class we have talked with several of the legislators and they say that it was vms not the intent nor thought of the legislature to take away from the people their right to vote in municipally ies of the third class therefore we feel that the present city administration of richfield is trying to make a mountain out of a molehill when most authorities are of the opinion that elections c caa and should be held but for some reason your present administration decided to take away your sacred right of franchise we are still puzz ledat their attitude we cannot explain their actions they say that it is not their desire to remain in office against the wishes of the people yet they are determined to block an election to prove this statement we point to the following facts first on a very sum slim pretext they declared that we may not exercise ever cise our right to select our officers and in this way to perpetuate themselves in office second when they saw that the independent party was determined to force an election they attempted to avoid one with the promise to appoint any two men that we might select to the vacancies on the council if we would agree not to force an election how would you explain such a bargain third when they saw that it ii was as impossible to forestall the independent party they immediately left our primary and went to themselves and made up a ticket of their own placing themselves on the ticket without even calling a primary or representation resen tation of the people in other words without so much as giving the people even a chance to say whether hether they should run or not they placed themselves upon a ticket so as to be in a at position if we did carry through that their names could bo placed and would be placed upon the ballot we have wondered just what they will name their new nen party certainly they cannot call it the citizens party as no citizens except themselves thein selves were pres present ent in the forming of their ticket it has been suggested that they rename their party and call it the city counell council ticket fourth out of the melee and muddle of the thing the city attorney came forth with a statement that an ordinance might be passed by the city council counci making an election possible and legal he even going so far as to draw up an ordinance to ak passed this was presented to the city council and they promised us and other citizens that it would be passed and that the way would be cleared with such an ordinance however when they assembled in their council meeting the ordinance was not passed but was thrown out and at the same tin time the city recorder refused to accept the names of any candida candidates te s making it virtually impossible to hold an election without a court order which it was necessary for us to secure before you could have your rights of voting on the officers whom you wished to have spend your money for the next two years fifth as was stated before we were forced to get relief from the district court regarding the election wo we had to pay attorneys fees and court costs in order to force the city administration to provide ballots for the voting the court heard both sides of the question and then made the statement which we have all known was right and proper that the law bevc neacil was repealed that took away aay from the american people kheiri right to vote and select their officers wo V 0 were w c again i u surprised during this court session at the atrit attitude u d e of t the he agal city t y administration they had contended that it was their desire to have an election yet they have done everything they could to prevent one ane hero here again at the request of the mayor the city attorney was present and argued in open court that the election was il 11 legal leg al unconstitutional and that the people were without any remedy or relief in the situation upon questioning the city attorney admitted in open court that he was there for that purpose P ose and there at the request of the mayor of lU Bich eMeld field it they were sincere in their statement that they wished an election why we ask should they send their attorney to help defeat tho the peoples right to vote again wo we say we cannot understand der stand nor explain such action sixth immediately after the court issued the order that elections should bo be held and that ballots should he be prepared certain of the city councilmen went up and down main street saying that they could still defeat an election by taking tw the issue to the supreme court why should such statements bo be made if thoy they wish an election in this lengthy letter it has not been our purpose to mislead or misconstrue any of the facts as they have happened wo lire merely recite them in their order for your information we c cannot annot explain such actions without coming coining to the conclusion that tho present administration does docs not wish an election gan can you interpret their actions any other way in view of the above facts we suggest that it is tune time to make a change we who have helped make maho this election possible ask
