Show tenth district lawmakers have busy week new bills ills introduced for enactment I 1 important tax measures are now under serious discussion VOTES RECORDED taxes a joint legislative session on liquor sundry measures of interest to farmers and labor in particular and a trip to the utah state agricultural college at logan held the attention of legislators during the fourth week of the twenty first utah legislature ending last saturday the senate devoted practically the entire week including a saturday session to discussion of the bill increasing individual income taxes the net result was the amending of the original measure ly by inclusion of a per cent property tax offset or exemption and the killing of another amendment defeating a proposal to include a 10 registration or filing fee the upper house placed the bill on its third reading it passed two other bills and three senate joint resolutions the house passed eight bills and adopted senate joint resolution no 2 the last named proposes an amendment to the state constitution to be voted on by the people at the next general election in no vember 1936 if approved by the electorate it imposes a mandate upon the next legislature to enact a law exempting from taxation all homesteads up to 2000 in value signing of the resolution by the speaker of the house and the senate president insures its being placed before the voters next year arguments pro and con and final votes on an amendment by senator hammond showed a narrow margin of senatorial opinion in favor of including property offsets in the proposed new income tax bill A proposal to impose a 10 registration or filing fee lost by a goodly majority on a viva voce vote the joint hearing on liquor control bills found both state store and private licensing plan adherents emphatic in their viewpoints the latter were apparently in accord X as to acceptance of the holmes compromise embodying supervision of wholesale tion by the state with private sales under local government licenses A move to delay liquor legislation until taxation and social welfare measures were enacted upon was said to have found much support among the legislators senate measures passed and adopted during the past week yere were S B 21 providing for fo r the inspection of gasoline used for motor fuels S J R 3 4 and 5 providing that the superintendent of public instruction shall not be elected but appointed by the governor H B 5 fixing the hours of labor in underground mines amended to add a lunch period not to exceed 30 minutes and H C 11 2 demoralizing congress to establish a assessments H B 27 creating pensions for employed emp loyes of the utah state SL ate hospital at provo H B 28 relating to cost of patient maintenance at the same institution and S J R 2 the homestead tax c exemption act making it manda tory for presentation to the people to be voted upon as a constitution al amendment H B 37 and H B 38 fixing penalties for hit and run and drunk drivers were defeated largely due to the belief that the senate traffic bill passed last week and soon to come before the house will take care of the matter senator C clarence resigned and attorney paul 11 pay ra of salt lake city appointed b bl governor henry H blood was seated in his place after a heated debate brought about by a motion for a senatorial probe of the new members business connections the motion lost and mr ray was welcomed to the upper house senator 0 C bowman of kane county voted no on S B 14 a bill taxing cigars and smoking cos which was defeated in the senate he voted yes on S J R 3 4 and 5 and was absent and not voting on S B 21 he voted for an amendment relative to lunch hours in H B 5 the underground der ground mine work measure I 1 and for the hammond amendment providing for offsets or exemptions for property taxes in the income c tax bill the senator moved a suspension of the rules to consider immediately H C 11 2 providing that con congress gress cr be memorialized to establish a national park in wayne wonderland he declared axed that the land to be included would not materially teri ally affect grazing rights and would result in building of a highway from the colorado state line into the park and thereby benefit wayne county to a great extent and bring many tourists into utah the motion was adopted and the resolution adopted senator bowman introduced two bills last basl week one provides that towns of more than population become cities of the third class the other declares the sego lilly as the state flower of utah representative elliot larsen voted yes in S B 28 S 13 18 18 H B 21 H B 19 and H B 28 also on the unicameral resolution he voted no on S J R 2 H B 27 and H 13 9 representative milton twitchell voted yes on H B 28 and H B 9 and no on S B 18 he was absent and not voting on all other measures passed on in the house last week representative E P voted yes on S J R 2 H B 9 and H B 28 and no on the unicameral resolution and S B 18 he was absent and not voting on other measures acted on last week representative william J voted yes on S J R 2 S B 28 and H B 21 19 and 28 he voted no on H J R 5 the unicameral resolution H B 27 S 13 18 and H B 9 representative william J luke voted yes on S B 18 H B 28 and H B 9 he was absent and not voting on all other measures acted upon in the house last week mr larsen introduced H B and in company with representatives senta tives farr holmes and P M peterson one deprives the governor of anthonty auth onty wity to appoint an executive department off officer cc r to act as ex officio member bemb e r of the state road commission the other othe prohibits a member of the sta state road commission from becoming a an n e ex X officio member of the commission and prevents commission members holding
