Show County Transfers Funds By CLINT WARDLOW FARMINGTON - The Davis County Commission approved the transfer of over S200.000 from the general fund to cover deficits accured by certain county departments during 1982. THE TRANSFER of funds is a regular part of closing out the yearly budget noted County Auditor Ludeen Gibbons. The money is transferred from a department with a budget surplus to a department that has over spent their budget during the year, noted Mrs. Gibbons. "THE MONEY still remains in the general fund," Mrs. Gibbons Gib-bons said, "it is just transferred transfer-red from one county department depart-ment to another." According to state law, county departments must be "below budget" note Mrs. Gibbons, so money is taken from departments with surplus and given to departments without with-out money. THE COMMISSION approved the transfer of $210,000 during last week's regular meeting. The money was transferred from six county coun-ty departments with surplus money and will be divided among ten deficit departments noted Mrs. Gibbons. The largest chunk of money will be used to cover interest of a $5 million tax anticipation bond borrowed by the county during 1982. "THE ORIGINAL amount of the loan was anticipated at $3 million in last year's budget," indicated Mrs. Gib-' bons. "but it was decided that an additional $1 million would be borrowed by the county, and the transfer will cover the additional interest." Mrs. Gibbons said $160,192 was the amount of the transfer to cover the interest on the loan. The money covering the loan interest, by far, the largest amount transferred, almost ten times higher than the next highest departmental deficit. THE VALLEY View Golf Course in Layton received almost $20,000 to cover deficits de-ficits accrued by expanding the golf course restaurant. Mrs. Gibbons indicated that Golf Course Manager Ken Petting-ill Petting-ill requested the extra funds during a gcommission meeting last year. The money covers the cost of new stoves and other kitchen items noted Mrs. Gibbons. The County Buildings and Grounds department received $14,445. The funds cover the costs of new equipment purchased purch-ased by the department, said Mrs. Gibbons, and also for ' work on county buildings. AN UNUSUAL amount of burial cost picked up by the county caused a $2,214 deficit for the poor and indigent department de-partment of the county. The department pays certain ex-ienses ex-ienses for county residents unable un-able to afford them, said Mrs. Gibbons. The transfer of funds covered the department's deficit. An unusually high amount of court costs left a deficit of almost $2,000 for the county court system. Mrs. Gibbons noted that the high amount of court cases handled by the county accounted for the deficit. de-ficit. OTHER departments receive re-ceive easements for deficits are: the county parks department, depart-ment, $1,435; the Davis Park Golf Course, $1,383; county election department, due to last year's special paramedic vote, $1,080; and the Environmental Environ-mental Health Department, $326. COUNTY Departments from which surplus funds were transferred are: the county attorney's office, $34. 625; the County Assessors, $34,000: Resource recovery, $24,000; the county jail, $56,000; county coun-ty nursing, $37,000; and Environmental En-vironmental Health Inspection and Maintenance $25,000. |
