For this reason, there has been no record vote or the subject of Prohibition and, time and again, measures backed by a considerable strength, were retained in the committees, thus shutting off debate and vote. Without regard to the position that anyone may take on the subject sub-ject of Prohibition repeal, one la nevertheless impressed with the necessity of putting the members of Congress on record. Once tills Is done, the constituents of any member can pass on his actton and If they desire other views, substitute substi-tute a member who will vote in nccordance with their preference. This observation applies, of course, to all public questions. It seems to us that successful government govern-ment in this country demands and requires that voters should be able to place their representatives and understand their position on disputed dis-puted questions. |
