The increased cost of government gov-ernment in these 35 years out stripped strip-ped the-growth of population by 'more than seven to one. In 1925, we spent for government nearly half the v!ue of our railroads. In the five years ending with 1925, the cost of running the federal government was decreased 'by one-third. one-third. But at the same time the cost of running the state and local govern 'ments more than doubled. I The greatest single itom in the cost of government Is the public payroll.
