Show AMERICAN REFUGEES ARE CAPTURED BY REBEL BAND Mexican Authorities Refuse to Send Armed Force to Rescue, Fearing Prisoners Will Be Massacred. Mexico City. One hundred Americans, Ameri-cans, including a number of women and children, refugees from Torren, are reported to have fallen into the hands to Satillo. The proceeding overland to Saltillo. Senator Gamboa, the foreign minister, min-ister, has had no advices further than the communication to the embassy. He expressed regret, but added that it was no more than might be expected as the result of the "neutrality policy" of the United States, which had hampered ham-pered the administration in proceeding proceed-ing with a strong band against rebels and bandits. Gen. Trucy Aubert, a federal commander, com-mander, with 1,000 men, who is proceeding pro-ceeding from the north to the rellet of Torreon, passed Saltillo Sunday. He is traveling over approximately the same route as the Americans, and it is regarded as possible that the rebels will disappear before him in advance.
