PLEASANT PYRAMID imi A Quarrel Utah -- Cant Afford The rift that has been developing between the governor and the attorney general cl Utah grew suddenly wider this week. The two top state officials expressed publicly sharp differences as to how our laws should afled the Utah State Agricultural college's fu'tire financing of its extension service. And the inevitable charge of politics playing was made. Here are the developments so far First Governor I Bracken Lee vetoed a $400,000 extension service appropriation and instructed the USAC to transfer monies from its general administrative fun Is for the continuation of its extension service. In an opinion rendered Saturday Attorney General Clinton D. Vernon held that this method of financing is unconstitutional since it means transferring funds from 'one item of the appropriation bill to another and would be equivalent to an act of appropriation-someth- ing the legislature alone can do This week Governor Lee told Dr. Franklin S Harris, USAC president, to ignore the Vernon opinion and act under the orignal instruction to set up funds for the extension service from the college's general administration appropriation. He said the law is absolutely clear on the point that the college s board of trustees has the appropriation and the power to use it to carry on the functions of the college, one mandatory function being a continued extension program. Dr. Harris, the man in the middle, said the college will be happy to go forward with its program under the governor's instructions if we have your assurance that we will be protected.'' Now to those of us not trained in the law, the issue between Governor Lee and Mr. Vernon may seem unnecessarily complicated. Be that as it may, we say for shame of either man if it turns out that his actions are responsible lor retarding the great service being rendered the rural sections of this state by the USAC's extension division. No single agency does more for the development of our agricultural economy.
