Show Cement Pipe Being Used To Cover Ditch East of Central School and Third Ward Church The open irrigation ditch which runs north on Fourth East Street is now being flumed with concrete pipe from Center Street to Second North, and the block east of the Central School is expected to be completed by Saturday, according to John Green, city councilman in charge of streets. Workman are now grouting the joints with cement, and a power shovel is taking out the rock and cement sidings north of First North. Councilman Green said that this ditch, or rather ditches, (several irrigation streams are taken out of the wateway as it runs southward) south-ward) has been a definite hazard to smaller school children of the Central School. "In the spring the stream is so strong even a man would have difficulty combatting the current. In fact, one man nearly lost his life several years, ago while saving his son," he said. The concrete pipe is being laid from the southeast corner of the school grounds, thence north until completely past the Third Ward Chapel. The pipe is 24 inches in diameter. After the pipe is laid, dirt taken from the ditch will be backfilled over the flume. Councilman Green estimated that covering of the canal would give six more feet of parking space. "We are now talking about erecting a retaining wall so that cars cannot go beyond the sidewalk," he said. Alpine School District and the Third Ward will pay for costs of materials. The city will furnish the labor and engineering. Approximately 1000 feet of pipe will be needed to complete the job.
