Insight just acquired the oi"1 assets of ACTON Cable and is pS aqi anxious to complete the franchise 1 area in Utah and Salt Lake County. Normal hook-up fees are waived when cable enters a community. Councilman Gillman questioned if a market survey had been taken in the city. Insight responded a survey was not made but they will take the risk of construction and educate the public through marketing and advertising. The present cost is about $9.50 for the basic service. Movie services run an additional fee. The Lindon City Attorney recommended three changes to the Orem franchise. He felt the proposed three percent franchise fee should be five percent. He felt the 60 day failure of service clause should be changed to 30 days and he ask for a preparation fee of $800. Wilner responded to the Lindon requests. If the city demanded a five percent franchise fee, it would have to be passed on to the customers. The 60 day failure of service is necessary in the event of a major malfunction in the head end. It would essentially have to be re-built and cannot be fixed in 30 days. They have never fallen into the problem and have an incentive to please the customers. In response to the preparation fee, Insight stated federal law prohibits paying additional fees. Noi other ordinance in the state provides for a fee. A majority of the council felt the . cable could be offered, as it is voluntary. Citizens can subscribe if they want it and they should ibe able to choose. One council member had mixed feelings about some offerings on cable tv. The council conceded on the three points suggested by the city attorney at-torney and the issue will be placed on the agenda for the April 15 meeting. |
