republican governments may ma y grow out of great european conflict by HENRY SCHARF FETTER r tho the titanic conflict in europe is being carried on with such extreme 11 cruelty and utter disregard of the rights of noncombatants combatants non that it seems ia asif as if the nations involved are retrogressing retrogress ing to the primitive sta stages of their i progenitors when they were fighting for their existence the doga of war I 1 are arc let loose and human ingenuity is employing every possible means to iq 1 destroy human life by numerous devices never heard of before and yo yet the men who do the actual fighting cannot be held responsible for this terrible carnage their superiors and men higher up are to blame for this greatest of human tragedies because the autocratic governments of europe are so constituted that the common people are nothing less than military slaves and driven into this unholy war like a herd hard of cattle un under der penalty of instant execution all indications point to a general uprising of the people of the warring nations involved against the continuity of this war and for the li of republican governments democracy is the hope of the world and it is probable that under the leadership of the united states of aper america a great commonwealth of all nations will be formed and pledged to universal peace
